A payoff confirmation answers a loan question. It does not necessarily tell you whether the lienholder has updated Mississippi’s title system or whether DOR will print another title. Ask about those two actions separately.
The key distinction in DOR’s current FAQ is the paper-title lien-release transaction: the lender releases the lien on the paper title, gives that document to the customer and sends an electronic notification through its service provider. DOR does not print another title for that transaction. Waiting for a second document may therefore be waiting for something the selected transaction does not produce.
Ask the lender three concrete questions
- What release transaction was used for this VIN and title?
- On what date was the electronic notification sent, if that route applies?
- Will the existing released paper title be returned, or was a separate printed-title request made?
Keep the lender’s answer and payoff confirmation together, but do not treat the date on one as proof of the other. These questions are LSL’s consumer handoff check, not a new DOR application or an instruction to enroll in a lienholder’s service-provider account.
What the 2025 program changed
DOR’s December 2024 announcement describes the January 2025 program and the requirement for lienholders with a Federal Employer Identification Number to transmit release electronically within fourteen days after satisfaction, using an approved provider. Its coverage is not a statement that every individual private lender participates in the same electronic system.
The announcement also describes older-than-eight-year liens being recorded as satisfied unless the lienholder annually recertifies them. That exception matters. Do not assume a debt was paid, a private lien has disappeared or a title is ready for sale solely because a loan is old.
This guide attributes those program rules to DOR’s published explanation. It does not determine a private violation, penalty or enforceable debt.

For the last situation, see the standard and fast-track replacement comparison. A duplicate request should not be used to bypass an unresolved recorded lien. An incorrect lienholder entry is a correction question, not proof that the lender has completed a release.

DOR Motor Vehicle Services lists 601-923-7200 for title questions. The Warren Tax Collector, 601-638-6181, at 1009 Cherry Street, Vicksburg, provides the local title/registration route when a county transaction is needed. Neither contact is a promise that LSL has obtained a release or resolved a disputed loan.
