A missing title and a wrong title need different requests. If the document exists but a field is wrong, DOR’s FAQ directs the owner to submit the incorrect title through the county Tax Collector and request correction. Ordering a duplicate is not a way to change the underlying record.
For a Warren County owner, first describe the error precisely: the field as printed, what you believe it should say, and which original document supports that change. Keep copies before surrendering anything. Do not overwrite the title, use correction fluid or treat a newly typed value as proof.

LSL created this error-type comparison to prevent a form for one field from being used as authority to change another. It is not an agency determination that the proposed corrected value is valid.
The odometer affidavit has a narrow job
The complete Form 78-023 asks the purchaser to identify the vehicle, seller, acquisition date and reading at acquisition, then explain why the title-application documents showed another reading. A present-day dashboard photo alone does not answer those historical questions.
Its important notice requires affidavits from all owners involved since the discrepancy occurred. It also says a person acting under power of attorney cannot complete the affidavit. Notarization and the required signatures are part of the form; this is not a generic unsigned correction note.
The form concerns odometer disclosure. It does not establish a route to erase a salvage brand, resolve a VIN mismatch, decide fraud or change an ownership interest. Ask for the procedure that actually covers the disputed field.
Resolve the fee before submitting the packet
The served odometer form prints $9 and carries revision 09/17. The current general DOR FAQ says an agency-caused title error has no correction fee and a submitted-paperwork error carries $10. These are different source statements, not a basis for LSL to choose the charge for your case.
Identify the exact form and error when asking DOR Motor Vehicle Services at 601-923-7200 which fee and submission route apply. Do not confuse the website’s later upload date with the form’s revision date or assume an old printed amount is a complete current transaction total.
Warren’s counter and the resulting title
The Warren Tax Collector lists 601-638-6181, 1009 Cherry Street, Vicksburg, and weekday 8 a.m.–5 p.m. hours except legal holidays. Explain the error before visiting so the office can identify the documents and people required for that request.
Keep the submission receipt and any request for more evidence. When a corrected title arrives, compare the disputed field and the unchanged VIN, owner and lien fields with the supporting packet. Approval of one correction should not be silently treated as verification of every other part of the vehicle’s history.
