Moving to Mississippi with a vehicle you already own is not the same transaction as buying from an out-of-state dealer. Warren County’s collector page lists separate document sets. Start with which transaction occurred and who actually holds the title.

The office is at 1009 Cherry Street, Vicksburg, 601-638-6181, with weekday hours of 8 a.m.–5 p.m., except legal holidays. The table follows the County’s branches; it does not extend the dealer cutoff to every new-resident visit or invent a remote substitute for owner attendance.
Registration and title can finish at different times
DOR’s motor-vehicle FAQ explains the lienholder-held or leased-vehicle situation. The county application and registration can proceed while the state still needs the prior title. DOR coordinates with the lienholder or other state; if the title is not surrendered, the title application is not processed and the plate cannot be renewed.
LSL’s handoff check is therefore:
County application and plate → prior-title request → title received by DOR → completed state title record.
Ask which handoff is outstanding if you have a plate but no completed title. Keep the application reference and lender correspondence. Do not order a Mississippi duplicate merely because a title held by an out-of-state lender is not in your possession.
If the former state did not title the particular vehicle, or the vehicle is leased, describe that fact to the County/DOR before selecting a form. A manufacturer’s origin document is not something to recreate from a bill of sale; the required evidence depends on the actual vehicle and transaction.
Do not substitute the purchase clock for the move clock
The DOR registration page gives new residents thirty days after moving when they have current registration and a valid plate from the previous state. An expired or absent prior registration requires specific attention; it is not a basis to assume the same conditions are satisfied.

Check the state result
When the new title record is available, compare the VIN, owners, lienholder and any title brand with the submitted documents. Use the status route on DOR’s title hub for a pending application; LSL did not query a private title or test an account.
