For an ordinary passenger vehicle, choose the title and registration office by where the vehicle is normally garaged or parked overnight—not the postal city on the address or whichever counter is closest. Mississippi DOR uses that domicile rule. This comparison covers Hinds and Rankin County routes for a private purchase; it is not an interstate commercial-vehicle guide.

The seven-day instruction is not an unresolved tie

Our earlier coverage left readers with conflicting state and county webpages. There is now a documented explanation: 2024 HB310 changed the general acquisition period from seven to thirty full working days, excluding delivery day. The official history records Chapter 390, approved April 20, effective July 1, 2024.

DOR currently describes thirty business days after purchase. The Hinds page still displays seven working days. The older county wording should not be presented as an equally controlling alternative to the enacted change.

The legislation also defines delivery and addresses transport from outside the county and vehicles needing alterations before their intended use. Those conditions are reasons to ask about a specific transaction, not to calculate a deadline from an undated screenshot. Start the application promptly; this page does not decide a private penalty or authorize driving without the required registration.

Hinds lists weekday hours of 8 a.m.–5 p.m., except legal holidays. Rankin’s collector page distinguishes lobby and drive-through schedules. Confirm the service and location you need before traveling; an online tag-renewal option is not proof a first private-sale title application can be completed online.

Prepare the private-sale handoff

Before exchanging the vehicle, compare its VIN with the title and read the owner and lien fields. Keep the assignment complete: DOR’s title instructions tell the seller to complete the assignment except for the buyer’s printed name and signature, and warn against leaving the buyer unidentified.

For Hinds intake, the county lists:

  • the original title signed by the owner or owners shown on its front;
  • a copy of the current tag receipt for an individual purchase;
  • the new owner or owners present to sign the application, or the stated notarized power-of-attorney route; and
  • two residency proofs when living outside city limits.

Hinds also has an odometer bullet referring to vehicles newer than ten years. Do not use that short county bullet as the federal age exemption. 49 CFR 580.17 separates model year 2010 and earlier from model year 2011 onward; the latter’s age exemption requires twenty years measured from January 1 of the designated model year. Other exemptions have their own conditions.

Rankin’s reviewed collector page does not supply an equivalent complete private-sale checklist. Ask that county about originals, co-owner or representative attendance and payment before visiting; Hinds instructions are not automatically Rankin requirements.

Two records to keep after the sale

The buyer should retain the submitted application and itemized county receipt and compare the processed VIN, names and address before leaving. Track any remaining title-document request separately from the issued registration.

The seller should remove the prior plate and follow the county surrender route. DOR’s FAQ also calls for a retained copy of the signed title’s front and back. Giving the buyer the vehicle does not transfer the seller’s plate to the buyer.

Missing titles, unreleased liens, estates, altered assignments and absent co-owners need their specific instructions before an ordinary checklist can be relied on.
