Sanford requires electronic plan review and professional digital signatures; it does not accept paper plans. Use the City Building Division to reach the Sanford Citizenserve service, rather than assuming any Citizenserve address belongs to this city. The verified public permit landing identifies Sanford and links its submittal requirements, application and permit-view functions.
Assemble the package before uploading it
The City’s electronic review guidelines, pages 2–3 require plans as one PDF, not individual page files, while allowing trade-separated packages for large commercial projects. They call for original digital copies, not scans of wet-signed plans. Required signatures and the ability to apply City markups both matter.
LSL’s pre-upload check follows the file itself:
- Open the exact file you intend to send, not an earlier local copy.
- Compare the cover index with the pages actually present. Identify a missing or superseded sheet before treating the package as complete.
- Compare the project identity in the file name, cover and application. Explain a legitimate mismatch instead of silently using an old address.
- Have the responsible professional resolve signature or document-permission problems. Do not flatten, scan or edit a signed file merely to make an upload succeed.
This is a preparation aid, not a test that certifies a digital signature or accepts a plan. Upload success alone does not demonstrate that a reviewer received the intended design.
Ask about two inconsistent stamp-space instructions
Page 1 specifies a 2-by-4-inch upper-right approval area, while page 3 specifies 2-by-2 inches for the cover and plan sheets. The linked document does not reconcile those dimensions. The filename instructions combine submission date, document type and project address/name. An illustrative planning label is 09.20.26 Building Plans [project address].pdf; replace the bracketed text with the actual project identity. It is not an official sample submission or an instruction to change the date of an already submitted record.
A review response is not an issued-plan revision
The document distinguishes answers during initial review from revisions to approved plans after issuance. It requires complete comment responses rather than piecemeal answers, and revised drawing details rather than a revision letter alone. Guidelines, page 4
Before sending a changed package, identify which of those two situations applies. Keep the reviewer item and affected sheet reference together so a staff member need not infer why the file changed. Do not describe a pending application’s changed sheet as an approved revision.
LSL checked the municipal page, identified public portal and currently linked four-page guidelines on September 20, 2026. The PDF’s main text did not extract, so all four pages were read in their rendered layout. The policy uses older example dates but shows no verified publication date; its conflicts remain explicit.
