If a vehicle disappears from a Hillsborough parking lot, first look for the towing sign and call its listed operator. Without a sign, use the police agency for the location—not the agency nearest your home. County towing guidance

Ask about retrieval before assembling a complaint

Get the storage address, documents needed, current itemized charges, charges still accumulating and accepted payment methods. The County requires a written bill before payment and an itemized receipt afterward. Its payment rule uses at least two of three groups—cash-type payments, bank/debit/credit cards, and electronic-wallet services—not a promise that every card works.

For a vehicle still connected at the scene, the County describes release on request with a drop fee capped at half the applicable towing rate. Its guidance also covers inspecting the vehicle before accepting return and personal-property access. This guide does not calculate a charge or decide whether a particular tow was lawful. County requirements

A useful complaint explains a specific disputed event

LSL recommends a short account organized around the issue, not a stack of unlabeled photographs:

  • Location or authorization: identify the parking address and attach readable photographs of signs and markings.
  • Money: attach the written quote and receipt, and mark the particular line being questioned.
  • Access or delay: record what was requested, whom you contacted, and the times of the request and response.
  • Condition: identify the specific damage concern and distinguish photographs taken before and after retrieval.

Label an unknown fact as unknown. A photograph of one entrance does not establish what every entrance displayed, and a payment receipt does not explain who authorized removal.

County Regulatory Compliance investigates alleged ordinance violations but does not provide legal representation; submitted complaint records are public. Its towing contact is 813-274-6600. County complaint role

Follow the case without turning an allegation into a finding

The County complaint-search instructions cover records filed within five years. In HillsGovHub, choose Enforcement Records and the Consumer Protection record type. Available fields include filing date, case number, parties, type and current status.

Match the case number to your submission. A search hit is not itself a finding that a company violated a rule, and the absence of a result does not prove that an unsearched business has never received a complaint.

Review scope

LSL read the two operative County pages on September 21, 2026 and organized locating, retrieval and complaint tasks separately. We did not inspect a tow, search a private case, authenticate evidence or review every linked ordinance and rate resolution. Police-directed towing and court remedies require their own applicable instructions.
