Seminole County now describes the Midway Drainage Improvement Project as eight construction sub-phases. Older sources use different labels: a four-phase concept within one 2021 study alternative, then three bid-package design rows in 2025. Those are different scopes and dates—not a simple renaming of the same four projects.

The current project page identifies CIP 01907077, lists four phases that began construction, and separates four future phases. It does not establish that the project is finished or that completed work has produced a measured flood outcome.

Do not convert the 2021 concept into current construction scope or map “Bid Package 3” to a current phase without a County record that makes that connection.

Four phases now have construction-start records

The three stated amounts add to $10.5 million:

$2.4 million + $2.6 million + $5.5 million = $10.5 million

That is a subtotal of three named phase amounts. It excludes Phase 1E and every future phase and is not a total project cost, award, or amount spent.

The milestone calls the initiative more than $30 million in proposed improvements, with federal, state, and local funding sources including the Penny Sales Tax. The proposal figure and the three-phase construction subtotal do not share a complete, comparable accounting basis, so this report does not subtract one from the other.

September updates: restoration is not final acceptance

The project page, checked September 20, 2026, now carries September updates:

  • 1A: water-line connection and near-finished restoration at Jack Court;
  • 1B: pond sodding and final asphalt/concrete work;
  • 1E: hard-wall work near Hughey Street and Muddy Lane, followed by sod restoration;
  • 2B: water-main relocation on North Beardall Avenue, expected to continue about two months.

These are County-reported activities, not LSL observations or accepted completion of a phase.

The same page announces a roughly one-week Hughey Street closure between Rut Street and Muddy Lane beginning September 17, daily from 7 a.m. to 5 p.m., subject to change. Do not infer an opening date by adding seven days. Before travel, use the County’s current traffic conditions page, search the road and select the relevant date/event. The old June and July notices are no longer this article’s travel reference.

Four future phases remain separate

The current page describes:

  • Phase 2C in right-of-way acquisition after stated design and permitting completion;
  • Phase 2A in right-of-way acquisition;
  • Phase 1D in right-of-way acquisition; and
  • Phase 1C being prepared for construction-contract bidding after stated design, permitting, and right-of-way work.

“Design complete,” “right-of-way acquisition,” and “prepared for bidding” are different project stages. None is a construction-start or completion record.

Ask about a street and phase, not just “Midway”

For a question about access or unfinished work, the project page has a feedback form for County follow-up. Identify the street, nearest crossing, phase if known, date and specific issue. LSL has not submitted that form or obtained a staff response. An answer about one phase cannot establish the cost, acceptance or flood performance of another.

Source and methodology

Local Service Ledger rechecked the project sources and traffic-information route on September 20, 2026. Historical review covered the May 2021 study’s relevant section 4.3.1 and Figure 4-8, plus the Midway rows of the April 2025 CIP report—not every page of the engineering study. We aligned source-specific phase structures, reproduced the three-amount subtotal and retained forecasts as forecasts. September notices replace the old July update; no forecast closure window proves a road has reopened. We did not inspect the site, audit contracts, observe flooding, or determine construction quality or completion.
