At 12,000 gallons, Winter Springs water keeps accumulating usage charges after sewer reaches its cap. Using the City’s schedule as of billing October 1, 2025, the water component is $39.90 and sewer is $113.93, before water tax and other services. This corrects LSL’s former $38.18 water example.
These are monthly component checks for a residential 3/4-inch meter, not complete bills. A separate City recap takes effect for billing October 1, 2026; that upcoming comparison appears below, not in the current-period table.
The extra 2,000 gallons belong in a different water block
The October 2025 recap lists a $9.98 water base, then $2.32 per 1,000 gallons through 10,000 and $3.36 per 1,000 for the next 5,000. Sewer is $23.23 plus $9.07 per 1,000 gallons, with usage capped at 10,000 gallons.

The FY2026 budget’s rate-history table, printed page 12, independently supports those selected inputs. The earlier $2.50 second-block input understated the 12,000-gallon water component by $1.72. Neither the water base nor the sewer cap caused that error.
What changes for billing October 1, 2026?
The separately dated October 2026 recap raises the water base to $10.48, the first block to $2.44 and the next block to $3.53. Sewer becomes $26.02 plus $10.16 per 1,000 gallons, still capped at 10,000. As of this article’s September 12 review, this is an upcoming schedule, not the basis for September billing.

For example, future 12,000-gallon water is $10.48 + 10 × $2.44 + 2 × $3.53 = $41.94; sewer is $26.02 + 10 × $10.16 = $127.62. Together they are $169.56. The increase column is not a prediction of the change in a household’s total bill.
Leave other services on their own lines
Both recaps state a 10% water utility tax, excluded here. Garbage, additional carts, stormwater, reclaimed water, irrigation, deposits, balances and adjustments are also outside these tables.
There is a source distinction worth retaining: the budget gives $28.74 garbage with January 2025 change context, while the currently posted recaps list $30.17. The October 2025 recap lists stormwater at $10 per equivalent residential unit per month; the October 2026 recap lists $15. These should not be folded into an undated “typical bill.”
Before matching a statement, identify its billing period, meter size, water quantity and sewer-billed quantity. For a disputed line, the recaps give the City customer call center as 407-327-5996. Ask which dated rate and account classification were applied. The City warns that the rate ordinance controls a discrepancy; these examples do not adjudicate one.
Reproducing the comparison
LSL read both one-page recaps and the relevant budget page on September 12, 2026, then recalculated each component and difference. No customer accounts or bills were examined. Higher water blocks are not modeled: one unused block differs between the budget and recap, so these three checks must not be extrapolated into a full-range calculator.
