Four thousand gallons equals four units of 1,000 gallons. This example stays entirely within the first consumption block; it does not infer how a higher-volume bill crosses the City’s tier boundaries.

The outside-city comparison is $8.61 more for these two services at this usage, not a comparison of complete household bills. The published rates are for a three-quarter-inch meter; larger-meter bases differ. Sewer uses consumption through the potable house meter. For the inside-city example, $68.86 + $10.35 stormwater + $27.16 standard garbage = $106.37. The City labels both fixed-service sections inside-city only.
