Winter Park’s residential plan review and its erosion-control inspection can be separate prerequisites to permit issuance. A favorable drawing review does not establish that the required site protections have been installed and inspected. The City’s current notice requires that earlier inspection for land-disturbing projects needing erosion controls. Building Department notice
The linked residential procedure guide is written for new single-family construction. Use its review sequence within that scope; do not apply its entire new-house package to an ordinary interior repair. Guide, pages 2–4
Choose the checklist before assembling the plan set
The forms directory separates new construction/addition/major alteration from minor exterior/interior alteration. The minor checklist itself includes a valuation-related footnote; its title is not a promise that every small repair requires all listed professional plans, or that an unlisted project is exempt. Give staff the actual work and ask which package applies. Minor checklist
For new-house preparation, the residential guide’s checklist joins design drawings with site information, drainage, product records and applicable outside decisions. LSL’s cross-check looks for disagreements between those documents:
| Compare | Question to resolve before submission |
|---|---|
| Survey and proposed site plan | Are the same property features and project location being used? |
| Drainage drawing and proposed site work | Does the depicted work match the scope being submitted? |
| Plan index and attached files | Can each referenced sheet actually be found, with the intended revision? |
| Applicable approval and proposed drawing | Does the drawing reflect that approval’s conditions? |
This comparison does not certify survey accuracy or design compliance. Its purpose is to expose inconsistent inputs while the responsible applicant and professionals can still correct them. Checklist context, pages 9–10
Wait for the complete review cycle
The guide says an application receives a permit number before issuance. It instructs applicants to wait until all reviewing departments finish before submitting new documents in response to comments. Its 21-business-day review period is a stated goal for new single-family projects, not a guaranteed approval date. Review procedure, page 3
Collect the reviewer issue, affected sheet and proposed response together. A revised file should answer the issue actually raised; a favorable response from one department does not erase another department’s open comment. The guide distinguishes preparation for issuance from the later issued status. Issuance, page 4
Put the erosion inspection on the pre-issuance calendar
Where the notice applies, protections must be installed and inspected before the building permit is issued. The City directs callers to 407-599-3329, scheduling 24 hours ahead. Its inspection index lists 919 for erosion control. Current notice, inspection index
Use the site drawing to identify each proposed control’s location when arranging the visit. Installation photographs can explain where work occurred; they are not the City’s inspection result. Ask staff what correction or further review remains if the site changes. A prior image does not establish continuing performance or permission to remove controls.
The separate generic erosion-record article is consolidated here because this pre-issuance dependency belongs with the plan-review task. LSL checked the current department notice, form directory, minor checklist and relevant pages 2–10 of the residential guide on September 20, 2026. The guide’s older expiry language is not adopted as a current private deadline. No parcel, design, inspection or complete application was verified.
