Winter Park’s Historic Preservation Board does not review interior alterations, but that is not a blanket exemption from building permits. Its Certificate of Review process addresses exterior changes and new construction involving designated historic properties and districts. A project that changes a window opening and the wall behind it should describe both parts, not hide the exterior work inside an “interior remodeling” label. Confirm the property status before designing around it
The City maintains a local register and links district maps. Those are starting points for asking staff about the actual property; age alone does not establish its designation, district status or review outcome. The process document advises discussing the proposal with staff before spending substantially on plans and related work. Bring the address, existing condition and intended change to that conversation. It is more useful than asking whether “a renovation” is allowed without identifying what will change.
Write the narrative around the feature being changed
The actual application asks for a project narrative and applicable plans, photographs, surveys, material/product information and setback/coverage work. LSL’s preparation prompt keeps those attachments connected:
Existing feature: identify its location on the building, its current form and the photograph showing it.
Proposed change: describe what will be retained, removed or replaced, including the material or dimension that changes the exterior appearance. Identify the drawing or product information that shows the proposal.
Connected interior work: describe the inside work separately, while retaining the shared wall, opening or component reference so the two descriptions do not contradict each other.
This is an aid for writing a specific proposal, not a preservation finding or a substitute for professional drawings. Do not label an unknown material as original or claim hidden conditions were inspected. Application requirements
A variance request needs its own explanation
Page 3 of the packet asks about the requested variance, the property’s particular conditions, the applicable code requirement and the relationship to preservation standards. It also calls for the appropriate setback/coverage calculations. A request to change an exterior feature does not, by itself, supply that explanation. Variance supplement
Ask staff which attachments and current filing dates apply to the proposal. This guide does not calculate a hearing or appeal deadline from the older process handout.
Carry the written conditions into the building submission
The process describes written decisions that may contain conditions, require modifications or deny the proposal. Compare any resulting decision with the drawings actually submitted to Building; an earlier design should not silently survive after a required change.
