Pick the route before writing the report

LSL compared the road-report page with the Public Works overview to separate urgency from maintenance responsibility:

Is this a County-maintained asset?

Public Works describes Road and Bridge’s maintenance remit as County-owned roads, rights-of-way and drainage systems in unincorporated Osceola County. A location within the county’s geographic boundary is not enough to establish that responsibility. This guide does not assign municipal, state, private or special-district infrastructure to County maintenance. Public Works scope

If ownership is uncertain, give Road and Bridge the precise location and ask whether it maintains the affected asset. Keep that question separate from who may ultimately be responsible for damage or corrective work.

Make the location usable

Before opening a routine request, prepare a short description that someone who has not visited can locate. This is LSL’s reporting aid, not a list of mandatory portal fields:

Location: street and nearest intersection or address; side of the road and direction of travel where relevant.
Observed condition: what is visibly wrong, when it was noticed and whether it is still present. Separate an observation from a suspected cause.
Asset: roadway, shoulder, roadside drainage feature or another clearly described location. Say when its owner is unknown.
Question: can Road and Bridge confirm maintenance responsibility and the appropriate next action?

An existing photo may help explain the location, but do not enter traffic, standing water or a drainage structure to obtain evidence. This guide does not require a measurement or a diagnosis before contacting the County.

Submit through the County’s instructions

Open the Citizen Action Center from the linked County reporting page. Its published sequence is Requests → Create a request → sign in or create an account. For Report Type, select Report a road problem, complete the requested details and submit. The County says report updates arrive through the portal and by email. Retain the submitted description and any reference the system supplies so a follow-up concerns the same location. An acknowledgment or status change is not proof that the road has been repaired or the drainage problem resolved. Neither source supplies a universal completion deadline.
