A Vicksburg mailing address does not tell you whether a project uses City permits or Warren County’s unincorporated-area process. Establish the parcel’s jurisdiction and the authority maintaining the affected road before choosing an application.
For City projects, Building & Inspection’s permit directory is the starting route; call 601-634-4528. For County requirements, call the Permit Division at 601-636-1690. The County lists 1009 Cherry Street and asks callers to arrange an appointment because weekday hours vary.

The development download is not a development form
On September 13, 2026, the County’s driveway and development download buttons opened the same one-page driveway/right-of-way sample. It is visibly marked “SAMPLE ONLY — NOT AN OFFICIAL DOCUMENT” and excludes subdivision connections.
Do not complete it as though it were the official development application. The office says development forms are completed there. Ask for the correct current document and submission instructions. The sample remains useful for preparing a driveway discussion: it asks for the road and location relative to an intersection, driveway use/material/access/width, and proposed right-of-way construction. Its received, inspection and approval fields are distinct.
The three-page utility form is different. It calls for the utility applicant, facility location and attached construction plans, and separates receipt from County Engineer approval and the permit number. Its traffic-control, maintenance and relocation obligations belong to the utility agreement, not to a generic driveway worksheet.
What the “no zoning” letter actually answers
The County’s letter states that unincorporated areas have no zoning laws or Southern Building Codes and do not require certificates of occupancy or physical inspections. It nevertheless requires a development permit for residential/commercial land or structure improvements worth $500 or more when grading or construction begins.
Read that as the letter’s account of its development/building process—not a waiver of road inspections shown on the driveway sample, the utility approval process, floodplain controls or other applicable requirements. None of those County statements replaces City rules inside Vicksburg.
