The useful time to arrange a Hillsborough reroof inspection is before the contractor covers the work the inspector needs to see. The County separates progress evidence from the final inspection, and its virtual checklist requests different views at roof startup and completion.
This guide concerns the unincorporated County route. It does not substitute for Tampa, Plant City or Temple Terrace instructions.
Choose the progress route before the crew starts
The County reroof page describes these paths:

Ask the inspector which route and documents apply to the issued permit before concealing the attachments. The page says inspectors check required strengthening and correction of roof attachments. It does not make a contractor’s application attestation a passing inspection.
Give startup and final evidence different jobs
Pages 9–10 of the County virtual checklists separate completed-roof evidence from startup evidence. Use the following as a briefing for the roofing professional, then follow the complete applicable County list in its stated order.

The final list also includes a dryer-vent screen photograph when the vent passes through the roof. Arrange required evidence with qualified workers; this checklist is not an instruction for a homeowner to climb onto a roof, remove components or expose unsafe conditions. If the County’s terminology is unclear, resolve the requested view with the inspector rather than inventing an installation requirement.
Virtual currently means submitted media—not a live appointment
As checked September 21, 2026, the virtual-inspection page lists VRT-ROF-Dry-In for reroofing or the mitigation form and VRT-ROF-Final for reroofing. Its current workflow uses an offline field report submitted through VuSpex Go for later inspector review.
The same page announces a live-inspection option starting October 1, 2026, with more details to follow. That announced service is not yet the September workflow. Recheck the page on or after launch instead of assuming an upload creates a live appointment. Missing required media can delay review; a successful upload does not mean the roof passed.
Read the result before treating the permit as finished
The County scheduling guide directs applicants to the permit’s Record Info → Inspections area. Use View Details for the inspection result and View Result Comments for the inspector’s explanation. A request confirmation is a different record.
If corrections remain, have the responsible contractor address them and follow the County’s next inspection instruction. Keep the final result with the permit record and confirm whether any other items remain open. Neither completion of the roofing work nor an invoice establishes the permit’s final status.
Roof age and extent of work remain separate code questions
The reroof page distinguishes roofs installed before the 2007 Florida Building Code from systems or sections built, repaired or replaced in compliance with that edition or a later one. Its discussion of work affecting 25% of a roof is conditional, not a universal instruction to replace everything. Sources and limits
Local Service Ledger read the two County webpages, all 14 pages of the virtual-checklist text and all seven pages of the scheduling-guide text on September 21, 2026. We organized the roof-specific media requirements by when they must be planned and distinguished the current offline process from the announced live service. We did not inspect a roof, submit media, test an applicant account or determine a property’s code obligations.
