Separate fascia covering, supporting wood, gutters and roof materials before comparing a Pasco roof-edge repair estimate. The County’s exemption list names fascia/trim and ordinary gutters, but it does not turn every task at the same roof edge into exempt work.

First read the exclusions above the list

Pasco’s Permit Exemptions List says it does not apply to commercial buildings/parcels or buildings/parcels in special flood hazard areas. Start there, not with the small-repair quantity. The listed work must also meet applicable codes and land-development requirements.

For a property within the list’s scope, distinguish these estimate lines:

The PDF names fascia and trim but does not separately list soffit. Have Pasco classify a soffit or mixed repair on its actual scope instead of treating that omission as either an automatic permit requirement or an exemption.

Measure roof work separately

The list includes roof repairs of 1.5 roofing squares or less. That example does not settle a larger reroof or structural repair, and the document’s property exclusions still come first. Do not divide one planned repair into pieces to resemble the example.

The separate roofing permit checklist covers reroofing and shingle, decking and material repair. It asks for a project description identifying roof type, pitch, tear-off, work areas and penetrations, with product information and conditional flood/owner-builder records. Use those categories to expose what the contractor included or excluded.

That older checklist also states a $2,500 Notice of Commencement threshold and older code editions. The current notice statute instead describes providing the permit authority its copy before the first inspection for a direct contract greater than $5,000. Ask Pasco to resolve the current requirement for the contract; do not rely on the old PDF as a current legal or code determination.

Make concealed damage a named responsibility

Before accepting a price, ask who handles damaged wood discovered behind the cover, changed roofing scope, electrical work in the soffit and a different drainage endpoint. Agree how the changed work will be described and referred back to the permit authority. A low price with those tasks excluded is not equivalent to a quote that includes them.
