Before a paint or drywall quote for a pre-1978 home is treated as finish-only work, identify which painted surfaces will be disturbed. What is actually being disturbed?

Use this scope comparison before accepting a vague line such as “patch and prepare walls”:

The EPA contractor page describes a minor-repair exception for disturbance of six square feet or less per room indoors, or 20 square feet or less outdoors. It expressly excludes window replacement and demolition of painted surfaces from that area-based exception; prohibited activities are not allowed merely because the area is small. Have the firm document the applicable basis rather than treating a square-foot estimate as permission to proceed.

Ask for the right credentials and evidence

Firm certification and individual training are different records. EPA requires certification for firms performing covered work, including sole proprietors, and training for the people doing it. Ask which certified firm is responsible and who the assigned certified renovator is. A general contractor license or local permit is not the same credential. If the firm says the affected paint is not lead-based, ask for the documentation covering all surfaces to be disturbed. EPA does not require testing before every renovation, but says its RRP requirements apply without documentation that the paint is not lead-based, subject to the rule’s other scope and exceptions. Its contractor page distinguishes these testing roles:

  • EPA-recognized test kits: certified renovators.
  • X-ray fluorescence instruments: certified lead-based paint inspectors or risk assessors.
  • Paint-chip sampling: certified renovators, inspectors or risk assessors, with the applicable laboratory analysis.

Do not assume one negative result covers untested trim, a different room or newly added work. This guide does not instruct homeowners to collect samples. EPA testing guidance

“Owner work” is not one universal exemption

EPA says the RRP rule generally does not apply to homeowners doing work in their own homes, but identifies exceptions when the home is rented wholly or partly, used for childcare, or renovated and sold for profit. RRP work and lead abatement also use different programs and credentials. Do not assume a renovation certification establishes qualification for a project intended to permanently address lead hazards. A building’s age screens the question; it does not establish the presence, absence or condition of lead-based paint.

Keep the local permit question separate

For County permitting, Hillsborough’s official permit page routes building and subtrade applications, status checks and contractor-licensing information through HillsGovHub. Use that route only after confirming the responsible jurisdiction for the property. A Tampa mailing address alone does not settle the question, and other municipalities have their own offices. Keep the same written scope with both inquiries. A local permit exemption does not resolve federal RRP applicability, and an EPA certification does not issue a local permit. If a quote changes from surface repair to window replacement or demolition, revisit the earlier coverage answer before accepting the changed scope.
