Dry demolished wallboard and leftover liquid paint are different waste streams. A painted surface does not turn a sheet of drywall into a can of household paint. In St. Petersburg, identify the solid debris, any separate chemicals and who generated the load before arranging collection or driving to a facility.
What the City code says about wallboard
The City solid-waste article includes gypsum wallboard in its construction-and-demolition debris definition, which concerns generally non-water-soluble, nonhazardous material. It also says mixing construction debris with other solid waste can change the resulting classification.
That definition is not a hazardous-material assessment. If the board has suspect contamination or an unknown coating, describe that uncertainty to the receiving facility or qualified professional. Do not scrape, sand or break suspect material to fit an ordinary disposal category.
Two City restrictions narrow the destination choices:
- Section 27-500(c) prohibits building materials in or on top of the City bulk garbage container and says those items will not be collected there.
- Section 27-505 excludes building materials from brush disposal sites. A brush-site trip is not the drywall route.
The code distinguishes permitted private collectors of construction debris from the City’s exclusive ordinary-waste collection service. It allows the City to collect construction debris on a nonexclusive basis, but that is not a promise of curbside acceptance for this load. Arrange the actual service and destination first.
Separate the job before choosing a destination

Keep the contractor’s debris-removal responsibility and destination in the written scope. A paid invoice does not document lawful acceptance; request the relevant collection or facility receipt when available.
Pinellas HHW accepts named household chemicals, not a generic renovation load
The County HHW page limits household service to Pinellas households and directs businesses, hobbyists, haulers and nonprofits to its business collection program. Commercial- or industrial-grade materials are not accepted through the household program.
For paint products, the published per-vehicle, per-day limit is 20 one-gallon containers and five five-gallon containers total for paints, stains and solvents. Loads above the limits are referred to the business collection route; arrival is still subject to evaluation. The HHW Center is at 2855 109th Avenue N., St. Petersburg, open Tuesday–Friday and the first and third Saturdays, 7 a.m.–5 p.m., subject to the program calendar. HHW North has a different select-Saturday schedule. Government-issued ID is required and scanned for residency verification.
Follow the County’s packaging instructions: do not mix chemicals; secure containers in a box or tray, and place leaking containers in a clear sealed bag inside a box or tray. Keep chemicals away from passengers. For uncertain material, quantities or a destination, call County Solid Waste at 727-464-7500 before loading it.
