Pasco’s listed drywall exemption is for non-fire-rated patching or repair, with an area figure followed by a parenthetical board count. It is not permission to assume a wall has no fire rating, and the whole list excludes special flood hazard areas and commercial buildings/parcels.

Apply the property and assembly limits first

The County exemption PDF explicitly excludes buildings or parcels in special flood hazard areas and commercial buildings or parcels. Its drywall entry is limited to a non-fire-rated assembly. If those conditions are unknown, a small patch measurement does not settle the permit question.

Have the responsible professional identify the wall or ceiling’s documented function. Appearance alone cannot establish whether it is a rated separation or part of another required assembly. Damage affecting framing or connected wiring/plumbing also needs its own scope description.

Do not treat eight boards as a separate allowance

The source’s wording is “256 sq. ft. (8 boards) or less.” It presents the board count in parentheses, not as a clearly independent alternative limit.

For illustration, LSL calculates eight 4-by-8-foot sheets as 8 × 4 × 8 = 256 square feet. Eight 4-by-12-foot sheets would be 384 square feet. The calculation shows why a board count without dimensions can mislead; it does not interpret the County’s rule for an individual repair.

Measure the planned repair area, state the sheet dimensions and ask Pasco how it applies the example if the quantity or scope is unclear. Do not split one job into separate patches to suggest a smaller project.

Keep the repair’s cause and other work visible

Send the contractor and permit office a description that includes the affected wall/ceiling, measured area, known assembly, reason for replacement, framing or insulation work, and any electrical, plumbing or duct work. Distinguish the replacement surface from the work that caused it to be opened.

This gives a reviewer more useful information than “eight boards of drywall.” It also makes bids comparable when one includes substrate and connected-trade work while another prices only board, texture and paint.

Lead-paint rules are a separate check

EPA’s contractor renovation guidance covers paid paint-disturbing work in covered pre-1978 housing and child-occupied facilities. A local building-permit exemption does not settle those federal requirements. In particular, demolition of painted surfaces and window replacement do not qualify for the minor-repair exception merely because the area is small.

Ask the firm to identify the applicable lead-safe requirements or documented testing/exception before disturbing the surface; this guide does not test paint or classify a property.
