Before leaving a vehicle with a Tampa Bay repair shop, identify the business, select your estimate option and keep the work order. At pickup, compare the invoice with what you actually authorized. Florida supplies the repair rules; Hillsborough’s consumer-record search is an additional local check, not a rating system for every shop in the region.
This guide combines our former Pasco added-work, Pinellas estimate/invoice and Tampa Bay shop-verification articles. It does not create different repair laws for those counties.
Make sure the documents identify the same business
For businesses covered by Florida’s repair program, FDACS describes registration and the posted registration certificate and consumer-rights sign. Start with the shop’s exact name, address and registration number. Compare those with the estimate header; a similar name is not enough to establish that a search result belongs to the business taking your vehicle.
FDACS’s legacy search currently warns that records are split between old and new databases. Check both before treating a missing result as meaningful. Choose the cost-control option before work
For repair work costing more than $150, section 559.905 provides three signed choices: request a written estimate; decline one while specifying an amount that cannot be exceeded without approval; or decline a written estimate without that specified limit. The statutory notice is not permission for a shop to force a waiver.
Keep a copy of the selected option and the estimate or stated limit. Specify the concern you want diagnosed, any authorized diagnostic work and who else may approve repairs. Ask about estimate/teardown charges before agreeing to diagnostic work. The law has a separate after-hours or delivered-vehicle diagnostic branch; do not assume an unattended drop-off has the same paperwork sequence as an in-person visit.

Connect each approval to the bill
Use this LSL comparison at the moment a shop proposes more work, not only after receiving the invoice:

Under section 559.909, the ordinary written-estimate overrun threshold uses the greater of $10 or 10%, capped at $50; diagnostic and selected-limit situations require their own checks. That formula is not a general license for unspecified repairs. Preserve the original estimate and later messages rather than replacing them with a newly typed total.
At pickup, check the invoice’s date and odometer, work performed, itemized labor/parts/merchandise, used/rebuilt/reconditioned part descriptions, guarantee terms and shop registration number. Warranty-related free or reduced-cost items should be identified. If you want removed parts inspected or returned, raise that request when authorizing the work; warranty or exchange arrangements affect return rights. These are statutory document checks, not proof that a repair was necessary, successful or safe.
Hillsborough’s local search: use the correct record type
For consumer code violations filed within the past five years, the County instructions direct readers to HillsGovHub:
Search → Enforcement Records → General Search → Record Type: Consumer Protection → Search.
The County lists the filed date, case number, case type, associated parties and current status as available details. Match the business identity and read the actual case record. Save the query/date and any relevant case identifier; do not turn a case count into a quality score. No result is not a certification of a clean history, and a complaint is not itself a finding against a business.

If the repair remains disputed
Describe the disputed work or charge to the shop in writing, with the supporting estimate, approval or invoice line. State the response you are requesting. Our FDACS complaint preparation guide covers the separate state filing and privacy questions.
For companies doing business in Hillsborough, the County complaint route requires a written complaint. It offers an online form, Consumers@hcfl.gov and 813-274-6600; calling still requires written completion. The County may investigate or refer the matter. None of those routes guarantees a repair, refund or enforcement finding.
