The numbers and emergency instructions come from the County’s pipe-break page, flooding page and drainage form. These are County routes, not a finding that the County maintains every utility or road in Hillsborough. If another provider is shown on your service record, identify that provider when asking for routing help.
Routine water or sewer concern
The County lists street water unrelated to rain, low pressure, discolored water and an outage among examples for its water/sewer reporting route. Those observations do not prove a broken pipe.
For a non-emergency report, its instructions say to select Other in the first issue dropdown of the Water & Sewer form. Describe the symptom and location rather than selecting a diagnosis that has not been established. The form repeats the telephone-only warning for water/sewer emergencies.
Routine street flooding
The Drainage Concerns form offers Street Flooding. Its safety warning includes flooding that prevents access or vehicles from passing through; use the Public Works telephone number for that concern.

Prepare a short report, not a theory of the cause
Give the exact address or intersection and the side of the street. Add when you noticed the water, whether rain was occurring, what access is affected, and any pressure or service change you personally observed. Say what is unknown.
A useful report can be brief: “Water is crossing ___ near ___; I first noticed it at ___. It was/was not raining. Access is affected in this way: ___. Please route this to the appropriate department.” This is an LSL writing aid, not a quoted County form.
The live forms require an account for attachments. The At Your Service portal offers guest access, but registration provides case tracking and updates. It also warns that submitted information is subject to public-record laws; omit unrelated private details. Keep any case number for follow-up. A submitted case is not an all-clear.
Reporting-method check
