A disputed air-conditioning repair or unfinished contractor job needs a clear written record before Hillsborough County can evaluate the complaint. The County accepts complaints about companies doing business in Hillsborough and asks callers to put the complaint in writing even if they first discuss it by phone. County intake instructions
Build the file around the disputed work
Use the County’s requested information to assemble a short chronology:
| Part of the file | What to record |
|---|---|
| Company | Business name, contact details and the representative involved |
| Agreement | Service ordered, agreed scope, payment and supporting documents |
| Events | Contact method, date, time and what happened |
| Dispute | Specific work or charge being challenged |
| Requested resolution | The action you want the company to take |
The live form expressly asks what the complainant considers a fair resolution. Answer that field concretely; it is not a promise that the County can order the requested remedy. Distinguish what the contract says from what you remember being told. Label a photograph by date and explain what it shows without treating it as a professional diagnosis.
Filing starts a review, not a recovery award
The County says it normally makes initial contact within three business days. It may assign an investigator or refer the matter elsewhere. For an investigated complaint, its process asks the business to respond within ten business days. The form also describes additional information normally within 15 business days after initial receipt, based on the business response. These are separate service expectations, not three periods to add together or a guaranteed resolution deadline. Complaint process
Keep the submission confirmation, referral or investigator contact, later requests for information and any written company response together. Do not interpret silence as a decision in your favor.
Check the public-records notice before uploading
The linked consumer complaint form warns that submitted information can become public record to the extent provided by law. Review supporting documents for unrelated account numbers or other sensitive information, and ask the County how to handle anything it genuinely needs. We read the public form and its fields but did not submit or test a complaint. It requires name and address, states the agency cannot give legal advice or take legal action for the complainant, and shows a supporting-file field with a 10 MB limit. Its introduction also mentions uploads on a later confirmation page; that post-submission step was not tested. Contact 813-274-6600 for additional-document instructions if needed.
This guide organizes the County’s published process as rechecked September 21, 2026. It does not assess your contract, determine legal deadlines or establish a right to compensation.
