Buenaventura Boulevard has two separate Osceola County construction projects with overlapping geography. The current County page distinguishes a 1.4-mile safety project from a 2.4-mile Complete Streets project. Their published mileages should not be added and described as 3.8 unique miles of roadway because both reach Osceola Parkway.
The County’s February 2026 award records list base construction awards totaling $22,057,583.36. That rounds to the $22.1 million figure in the May construction announcement. Separate authorized contingencies total $2,205,758.34; they are not documented spending.

The limits and scope come from the current corridor page; project identifiers and amounts come from the February 16, 2026 Board summary. Preserve the FPID in questions and records because the street name alone does not identify which scope is at issue.
What the $22.1 million figure represents
The two base awards add as follows:
$4,484,295.06 + $17,573,288.30 = $22,057,583.36
Rounded to one decimal million, that is $22.1 million, matching the County’s May 4 construction release. The calculation indicates that the announcement is consistent with the base awards.
The two contingencies add to $2,205,758.34. Adding every dollar of authorized contingency to the base awards produces a possible authorization ceiling of $24,263,341.70. That is not the contract balance, amount spent, forecast, or final cost. A contingency can be authorized without being used.
The earlier estimates moved in different directions
The April 21, 2025 Board summary, items 20–21, lists earlier project estimates of $18,768,921 for Complete Streets and $3,651,703 for the safety project, a combined $22,420,624.
Those estimates cover construction and construction engineering and inspection (CEI). The later figures above are construction awards, so they are not like-for-like totals. The arithmetic differences are:
- the Complete Streets base award is $1,195,632.70 lower;
- the safety-project base award is $832,592.06 higher; and
- the combined base awards are $363,040.64 lower.
These are arithmetic differences between dated estimate and award fields. They do not establish savings, overruns, scope equivalence, bid quality, or final cost. The source records would need comparable scope and subsequent financial evidence to support those conclusions.
The graphic and announcement give different completion windows
The May 2026 release announced the start of construction that month, said the work would be phased over about two years, and identified summer 2028 as the anticipated completion period (County release). The corridor page, last updated July 16, still links a schedule graphic whose construction bar ends in the first quarter of 2028. The May release says summer 2028. Neither presentation is a verified current contractual completion date; ask the project contact which schedule now governs. This difference alone does not establish delay.
Neither source reviewed provides a percentage complete, amount spent, change-order ledger, current critical-path schedule, substantial-completion record, or final acceptance. It is accurate to say the County announced construction and a target; it is not accurate to say the corridor is a particular percentage complete or guaranteed to finish by a particular day.
The two County pages also describe the roundabout locations differently: the project page names Trotter’s Circle and Florida Parkway, while the May release names both BVL intersections with Trotters Circle. LSL has not resolved that difference against approved plans. Do not use this comparison to locate a particular work zone.
Identify the contract before asking about access
For a time-sensitive access or construction question, record:
- exact location and nearest cross street;
- FPID and project name;
- issue observed—lane pattern, driveway access, transit stop, pedestrian route, signal, drainage, or noise;
- date and time;
- County notice or project-page version checked;
- response, responsible office, and promised follow-up; and
- later resolution or changed condition.
Do not assume that a condition within the overlapping area belongs to both contracts. Ask which FPID controls the specific work. These are published project-information contacts, not an LSL referral or endorsement.
Planning context is not current construction scope
The County’s November 2020 feasibility-study page documents the planning history behind the Complete Streets concept. It can explain how alternatives developed, but it should not replace the awarded project record when reporting current scope or cost.
Keeping study, estimate, award, announcement, current update, change order, and closeout as separate dated stages prevents an early concept from being reported as installed work.
Method and limitations
Local Service Ledger rechecked the five Osceola County sources and the linked schedule graphic on September 20, 2026. The Board review covered the relevant project items, not a full audit of either contract. We separated the two FPIDs, preserved their overlapping limits, added the base awards and contingencies, and compared each base award with the corresponding April 2025 estimate. We did not add the overlapping mileage or treat contingency as expenditure.
We did not inspect the corridor, review full contract files, verify field progress or calculate economic effects. The study page establishes planning history, not the final design or current construction status.
