Osceola County puts residential water-heater change-outs in its quick-permit group and maps replacement to a Plumbing Permit. That identifies an application route, not permission to skip inspection. Who is applying changes the channel

The owner-builder instruction explicitly excludes online application. A portal login does not change that rule. Do not hide additional work inside “water-heater replacement”
The County’s Permit Information page lists new and replacement water heaters as permitted plumbing work. Its under-$7,500 exemption explanation excludes plumbing, electrical, mechanical and gas work; a low price alone is not an exemption for this task.
Use this short scope note when asking the installer and County which records are needed:
- Existing and proposed heater identifiers and energy source.
- Water-line changes, relocation or other plumbing work.
- Any gas piping, venting, wiring, breaker or disconnect changes.
- Full contracted work value and the intended permit applicant.
This is LSL’s scope-comparison aid, not a technical installation checklist. A change of energy source or location should be disclosed, not assumed to fit a plumbing-only application. The County must decide which additional trade permits or documents apply.
Ask about documents before planning the installation date
The application page groups water-heater change-outs with other quick permits under a broad product-approval instruction. It does not identify a heater-specific product-approval number or document for every model. Ask 407-742-0200 what the particular application needs rather than uploading an unrelated approval or assuming the generic sentence eliminates all supporting requirements.
After issuance, the County directs applicants to print and visibly post the Permit Card. Its general instructions also require a notarized, recorded and posted Notice of Commencement for jobs valued above $5,000. What to request at completion
Ask for the actual inspection result and final permit status, not just the original application receipt. The County says the permit is ready for closure after an approved final and payment of fees. An installer’s invoice, warranty registration and operating heater answer different questions. None independently demonstrates the County’s inspection result. Nor should a general building certificate be promised for every plumbing-only change-out: request the completion record available for the issued permit.
