Changing work on an existing Winter Springs permit calls for more than another set of drawings. The City’s revision form requests the completed form together with revised drawings, submitted through its Civic Access Portal. The useful question is what changed on that permit—not how to assemble a generic construction-history ledger.
If the original application has not produced an issued permit, ask the Building Division which review-response process applies. A form titled for an existing permit does not establish the procedure for an unissued application.
Write the change comment before uploading the package
The form asks for the permit number, project address, contractor and a contact person with communication details. Its revision-comment field calls for specificity. LSL’s optional drafting prompt is:
At [location or component], change the approved [existing design or scope] to [proposed design or scope], as shown on [affected drawing references].
The brackets are placeholders, not a completed project or mandatory City wording. Use the actual approved documents to describe the before-and-after difference. If the proposed change cannot be tied to an approved condition, identify that uncertainty rather than inventing a baseline.
Before submission, read the comment beside the drawings. Can the reviewer locate the affected work? Does the proposed condition in the comment agree with the attached sheets? Does each drawing reference actually exist in the package? These are LSL consistency checks, not a new filing requirement or filename convention.
Keep the applicant’s statement out of the City’s decision box
The lower office-use portion of the form records receipt and review, dates, approval or rejection, a fee and contact activity. Those are not fields for an applicant to complete as evidence that a revision passed. Keep your submitted copy separate from the version returned by the City.
Similarly, an upload receipt proves a submission event, not permission to build the changed design. Ask the City what approval and updated documents the project needs before relying on a revised set for work. This article has not tested a private portal account or observed an actual permit decision.
Use the current City route and its stated review allowance
Start at the Building & Permits page and follow its Civic Access Portal link. That page also gives the Building Division’s contact: 407-327-5963 or customerservice@winterspringsfl.org. Use it to resolve a missing permit number, an unissued-application question or uncertainty about the required package.
The revision form says to allow 14 business days for review. This is the form’s published allowance, not a guaranteed approval date, a verified statutory deadline or authorization to proceed when that interval ends. LSL has not calculated an individual due date or established when a particular review begins.
LSL read the full one-page form, revised January 23, 2025, and the City’s current department page on September 12, 2026. The comment prompt and document-consistency check are editorial additions. The public sources do not establish private upload screens, file naming, a project-specific fee or required signatures; those details are deliberately not invented here.
