The useful first question is whether Orlando’s sewer system can serve the property—not how much a plumber charges. City service includes some unincorporated Orange County addresses; an Orlando mailing address alone does not establish availability.
Price the lateral separately
The City’s residential connection service publishes three fee inputs. LSL calculated these two limited scenarios:

The $2,950 charge is per lateral if applicable, not a universal surcharge. Neither subtotal includes the plumber’s quote, restoration, recording or other project-specific expenses. Use separate City-fee and contractor-cost columns when comparing proposals; do not present either subtotal as the installed price.
Availability comes before the application; assessment comes after the permit
The City requires its availability response alongside a licensed plumber’s completed application. Its published targets are five business days for application review and two business days after payment for emailing the permit—not a seven-day construction promise.
After issuance, but before work, a licensed plumber must assess the existing lateral and submit its condition form. Keep that assessment separate from the cost assumption above. The City calls for a final inspection and permit closeout after the work.
Match the application to the quote
Use the two-page plumbing application, updated December 2024, to check these mismatches before submission:

Recording, submission and posting are different tasks
The Notice of Commencement service describes recording with the Orange County Comptroller, submitting the recorded notice to Orlando, scheduling inspection and having a certified copy posted at the job site for inspection. It does not state that posting must precede booking the inspection.
The connection page uses project value above $5,000 and says to record before work. The plumbing form uses estimated construction cost above $5,000, adds a related-building-permit condition, and requires the certified recorded copy before scheduling the first inspection. The dedicated service uses contract price above $5,000. Ask Permitting Services which requirements apply to the actual permit; this comparison is not a determination of lien-law obligations.

We recalculated the fee scenarios and compared application fields with the connection sequence. No property availability, lateral condition or contractor was independently assessed.
