Winter Garden’s online process still has a counter branch for owner-builders, and its document instructions distinguish correcting a submission from changing an already approved plan. Before uploading, identify both the applicant’s route and the document’s review state.
Choose the channel for the actual task
The Building Department’s current instructions ended contractor walk-in permit service on January 1, 2026. LSL’s crosswalk separates the remaining branches:

For zoning, use the ZCR project list to identify the applicable document branch before preparing an upload. For example, its residential-addition branch requests elevations and an impervious-surface worksheet alongside the application and survey/site plan; its commercial change-of-use branch requests floor plans. These are different preparation tasks, not interchangeable attachments. The City expressly distinguishes a ZCR Certificate from a Building permit; some projects need the latter after the former is issued.
Keep a correction cycle under the right filename
The City’s two-page electronic-document instructions distinguish two cases. These LSL examples illustrate the distinction; they are not prescribed City filenames:
- Required resubmittal during review:
Plans.pdfstaysPlans.pdfwhen corrected. The system manages versions. - Revision to already approved documents: use a changed name, such as
Plans REV.pdf. If that revision needs corrections, subsequent submissions keepPlans REV.pdf.
Our earlier blanket advice to rename revised files was wrong. The City recommends short, simple filenames without dates or unnecessary detail. If the request does not make clear whether it is a resubmittal or an approved-plan revision, ask the reviewer before assigning a new name.
The same instructions preserve page positions in corrected sets: append added pages, retain existing order, and replace a removed page with a blank marked as deleted or moved. LSL’s hypothetical check starts with A1 / A2 / A3. Removing A2 and adding A4 gives A1 / labeled blank / A3 / A4, not A1 / A3 / A4. The point is to keep review comments aligned, not to approve the drawing changes. Check the PDF’s separate file-format and size restrictions as well.
Resolve conflicting delivery instructions before sending files
The still-accessible minimum residential sheet, visibly revised March 2024, directs uploads to Egnyte and rejects CDs and email. That is not the current Building page’s BS&A direction. It also does not support our earlier characterization of the conflict as a CD/FTP instruction.
Use the current Building page to reach today’s intake links. If an assigned checklist directs otherwise, send the department both document titles and ask which channel applies to that submission. This comparison does not establish that every substantive requirement in the older sheet has been repealed.
The Building page also calls for printing and posting the permit package before the first inspection. Fire inspections are a separate phone route, 407-877-5175, extension 6399, not an online booking. General permit questions go to 407-877-5136; a successful upload is neither an inspection result nor permission to start work.
LSL reviewed these sources September 12, 2026, including all three PDF pages. The newer electronic-instructions PDF has no visible revision date. We created the comparisons and examples, not a complete project checklist, and did not log in, upload documents, obtain a signature or test an inspection request.
