Belle Isle sends zoning applications to City Hall and building applications to Universal Engineering. Their inspection routes also differ. A project can therefore have an answer from one reviewer while still awaiting the other. City zoning · Building administration
Who handles the next action?
| Need | Published route | What to clarify before proceeding |
|---|---|---|
| Zoning review or status | City Hall, 407-851-7730 | Required zoning application and unresolved local conditions |
| Zoning inspection | City Planner by the published email route, or City Hall | That this is a zoning inspection rather than a building inspection |
| Building application | Universal Engineering, the City’s building administrator | Correct application and required supporting plans |
| Building inspection | UES portal under the operative City instruction | Permit number and the actual inspection type |
Zoning contacts · Building and inspection instructions
The table is LSL’s routing comparison. It does not mean every project needs every review or that a City zoning decision establishes building-code compliance. When the plans change, tell both reviewers which version has changed rather than assuming one office forwarded it.
The inspection email label is misleading
The building page explicitly says UES does not accept inspection requests by email or phone and requires the portal. Yet its contact block still labels an email address for inspection requests. Follow the operative portal instruction, and use 407-581-8161 to clarify access or routing if necessary—not as a promised telephone booking method. Both statements on the City page
A message sent to the listed address is not evidence that an inspection has been scheduled. Look for the actual request confirmation and, later, the inspection result. Keep those separate from any City zoning inspection appointment.
Site protection comes before construction
Belle Isle’s zoning page, not the building-provider page, states the perimeter-control requirements: silt fencing before construction and a double row along the lake or shoreline portion of lakefront property. It warns of stop-work orders, citations or fines if the measures are not installed beforehand. Site-protection instructions
Ask about the actual site’s protection layout before disturbance. A useful handoff note identifies the person installing the controls, the location addressed by the plan and who will maintain them during the work. These are LSL coordination questions, not an engineering design or an additional City form.
For closeout, compare the two authorities’ outstanding items. An approved building inspection should not be treated as proof that a separate zoning condition was discharged; likewise, a zoning sign-off does not supply a missing building result.
LSL compared both complete City pages on September 20, 2026. Universal Engineering is identified only in its municipal administrative role, not recommended as a private service provider. No application was filed, inspection booked or site’s erosion measures evaluated.
