Moving a Leesburg utility account still requires an application. The City’s account instructions cover both starting and transferring service; its deposit policy adds conditions for an existing residential customer’s credit and temporary overlap. Prepare the application for the actual account
The City offers electronic submission or a printed application delivered in person. Its current instructions request picture identification and, for residential applicants, a rental or purchase agreement. Real-estate agents may use a listing agreement. Customer Service requirements
Section 22-181 separately requires an identity check paid for at application. It describes residential treatment for single-family and individually metered multifamily units; master-metered multifamily accounts fall under its nonresidential provisions. Separate the overlap from the deposit decision
For a current residential customer moving between residences served by Leesburg utilities, the code permits service at both locations for seven days without an additional deposit for that overlap. It also describes transferring the deposit and/or final bill and ties the no-additional-deposit treatment at transfer to good City credit history. Residential transfer provision
This is not seven days of free utility consumption. Nor does the provision establish that a new address is served by the City, that the customer’s credit qualifies or that an application has been processed.

The former article used an older electric-installation manual to support an account-transfer claim. That was the wrong source: the transfer provision belongs to section 22-181. Electrical construction and meter installation are separate questions and are not assigned an energization deadline here.
