Leesburg’s residential fence form routes simple chain-link, vinyl, wood-stockade and picket proposals through Planning. Structural walls, concrete columns and enclosures for pools or spas go to Building. Describe the assembly, not merely its appearance.
Prepare the layout and identify the review route
The form asks for a signed application, fence length, material and height, a dimensioned survey or site plan showing the proposed fence, and the Lake County Property Appraiser’s property record card. The drawing must be scaled to fit letter, legal or ledger paper. Application instructions, PDF pages 2–3
Keep the proposed line and each segment’s dimensions consistent across the application and drawing. If a proposal includes structural or pool-related work, ask Building which additional documents and permits it needs. The Building Department provides online applications, document uploads, inspections and permit-history access; those services do not turn a Planning approval into a Building permit.
Two instructions need a direct question to Planning
The current PDF is revised January 13, 2025. Its wording is not consistent in two places:

Keep the calculation separate from the invoice
The form lists a $45 fee and a 3% service charge for electronic and credit-card payments. It is a payment charge, not a universal electronic-filing fee. If it applies to the $45 amount alone, LSL’s comparison is $45 × 1.03 = $46.35. The City’s actual invoice governs the amount due; this is not a total for structural work or other permit types. The form describes notification within five business days, which may request more information rather than approve the project. It states that the permit expires six months from approval. Record that approval date and the issued permit’s expiration; do not start the clock from the date an application was merely sent.
A change in material, height, footprint, structural design or pool relationship needs a routing check before relying on the original approval.
LSL checked the form’s text and native pages and the current Building page on September 20, 2026. We preserved the material router and reproduced the conditional payment calculation, adding the two document conflicts. We did not submit an application, inspect a fence or decide a property’s height, boundary, HOA or permit requirements.
