Police, EMS, employment and courthouse records have their own entries in the City directory. Do not submit medical documents to the general City route simply because the incident occurred inside City limits. Separate record families
The three published fee rules are not interchangeable
The City’s General Records page says requests requiring more than 30 minutes of staff time incur a fee payable before release. Toho also uses a 30-minute threshold, but explicitly says its hourly charge begins after those first 30 minutes; work estimated above one hour requires a minimum $25 deposit. KUA instead describes a 15-minute employee-time threshold and advance payment of 50% of an acknowledged estimate when it anticipates significant cost. Do not apply the City’s threshold to a KUA request or infer an hourly rate from any of these thresholds. KUA cost policy
Draft a bounded request
For a hypothetical drainage inquiry, an LSL starting sentence is: “Please provide existing inspection reports for [named location or project] between [start date] and [end date].” It identifies a record type and range without asking the agency to create a new investigation.
