Two published time windows mean different things

The page separately displays general department hours of 7 a.m.–3 p.m., Monday–Friday. Its no-water/leak entry uses 8 a.m.–4:30 p.m. The dedicated water-line break page confirms that latter reporting window and sends after-hours, weekend and holiday reports to dispatch at 330-925-8040.

Prepare for the conversation you actually need

For an account question, have the service address and relevant bill available privately. Identify the disputed charge or requested account action. Ask what confirmation you should expect; do not send a whole identity or financial file to an unconfirmed address.

For a physical service problem, describe where it is and what you observed. “Water is coming up beside the hydrant” is more useful than an unsupported claim about which pipe failed. Give an earlier reference number if this is a follow-up.
