For repairs inside the City of Medina, “roof and interior repairs” may not describe enough for plan review. The City’s residential submittal sheet asks for drawings and system information that show the actual project, plus a contractor and subcontractor list. A single price does not identify those responsibilities.

First confirm the authority. City of Medina instructions are not the same as Medina County Building Department instructions. For an address outside the City, use the County renovation-routing guide to separate building, zoning and other reviews.

Show what changes, not just what looks damaged

The City’s residential submittal requirements say repair and remodeling drawings need not be architectural-grade renderings, but should resemble the actual project, floor by floor and room by room. The document lists site plans, floor plans, elevations/sections and system descriptions.

That is not permission to omit design work where the City requires it. Ask which documents the particular scope needs. LSL’s scope worksheet helps prepare that conversation:

These are LSL’s preparation questions, not a claim that the City requires every listed document for every repair. Observed staining or an opening does not establish the cause of damage or the appropriate repair.

Name the parties on the project, not merely the company providing the quote

The second page is a project contractor list. It provides separate trade lines, including drywall, painting, roofing, siding, plumbing and electrical work, alongside the project name and address.

Ask the proposer which work its own firm will perform and which firms will handle the other trades. Reconcile those names with the application and the City’s current registration requirements through the application and registration index. A subcontractor list is not proof that each firm is registered or that the work has been approved.

The roster carries a 6/21 revision marker. Use the current City route to confirm registration requirements; do not assume figures printed in an older packet remain the complete current fee or insurance requirement.

Painted-surface disturbance is a separate screening question

The EPA renovation, repair and painting program covers paid work that disturbs painted surfaces in many pre-1978 homes and specified child-occupied buildings. Building approval does not replace that screening, and construction age alone does not prove that a surface contains lead.

Before disturbance, establish who will determine the applicable requirements and document the firm’s qualifications where required. Do not infer an exemption simply because the work is described as roofing or drywall rather than painting. This guide does not test a surface or verify a firm’s certification.

Use the same scope for the drawing and the agreement

If removing a finish reveals additional work, record the changed scope and ask the City whether the submitted plans or permits need revision before proceeding. Keep the accepted plan and contractor responsibilities consistent; otherwise the reviewer and contractor may be working from different descriptions.
