For work in a Vicksburg historic district or involving a landmark or landmark site, describe what will change before ordering materials. The City’s 2026 Certificate of Appropriateness application provides two routes: staff can approve qualifying unchanged routine repairs; work outside that definition goes to the Board of Architectural Review. “Routine” is a review decision, not a label the owner can use to skip filing.

Show the difference the reviewer needs to see

The application asks for each existing condition and proposed modification. LSL’s comparison below turns that request into a preparation aid. These are hypothetical examples, not reports of local projects or determinations that the work will be approved.

Proposed jobA description that leaves the change unclearInformation to add
Replace damaged exterior trim“Repair trim”Identify the feature, material and profile; show what will remain and what will be replaced.
Repaint an exterior wall“Paint house”Distinguish existing and proposed colors and label the sample for each feature.
Work on a porch“Fix screened porch”Separate repairing existing screens from adding screens, glazing or enclosing space.
Interior work affecting an opening“Interior renovation”Show whether a window, door or other exterior appearance will change.

Pair the description with a current photograph of the affected location. Give photos and drawing details matching labels so the reviewer does not have to guess which proposed material belongs where. A photograph of the whole house may establish context while still failing to show the component being changed.

The City’s 2001 design guidelines help identify these distinctions: printed pages 50–56 discuss routine maintenance, and pages 72–74 distinguish existing porch-screen repair, new screening and enclosure. Those pages are useful design references, not a current meeting calendar or permission to perform hazardous paint work. The newer application controls this guide’s filing instructions.

Use the dated calendar, not a remembered meeting pattern

The FY2026 application packet lists a September 15, 2026 cutoff for the September 22 meeting. Submission is due by 5 p.m. on the cutoff date; the meeting is at 4 p.m. The filing location is 819 South Street, while the meeting location is the Robert M. Walker Building, 1415 Walnut Street. Its schedule contact is 601-634-4526.

Confirm that the meeting and cutoff have not changed before making plans. The published schedule ends in September 2026. It does not establish an October appointment. The 2001 guide’s first/third-Tuesday meeting pattern is different and should not be reused.

An incomplete filing is not a place on the agenda

Use the current packet’s criteria for the actual job, not every attachment category. Check the affected-location photograph, description, materials and any required drawings or color samples together before signing. The packet says incomplete applications will not be placed on the agenda. The applicant or representative must attend the review.

Keep the final signed certificate with its conditions and approved scope. Approval for one described change does not authorize an unlisted replacement. The application then passes the certificate to the Building Official; any required building permit remains a separate step. Our residential plan-preparation guide addresses that drawing/application task.

What this review establishes

LSL visually read all seven pages of the 2026 application and the relevant application, maintenance, porch and demolition sections of the 2001 guidelines on September 13, 2026. The comparison aid is ours; project approval belongs to the City. We did not classify an address, inspect a building or obtain a Board decision. Interior work should not be presumed subject to the same historic review as an exterior alteration merely because the building is old.
