Hillsborough County’s record for Progress Village Regional Drainage Improvements, project 46185000, now labels the phase Construction. The September 21, 2026 check changes the Design status reported in our earlier version. The card still shows estimated completion in mid-2026; that elapsed target is not evidence that the work has been accepted or finished. Current project card
The current project card, accessed September 21, 2026, lists a total of $17,132,493.01. A fact sheet in the April 2024 archive, marked Data Date: February 2024 stated $15,682,465. The difference between those published totals is $1,450,028.01, approximately 9.25% of the earlier stated total. That is a change in public record fields, not proof of an overrun or final project cost.
What the current record says
The current County card places the project in Palm River and classifies it as stormwater and water-quality work. Its scope describes drainage improvements involving Ash Avenue, South 83rd Street, Progress Boulevard, outfalls toward Archie Creek, a dry pond, floodplain compensation, and pavement work (current project card).
The card’s date fields are:
- planning complete in late 2022;
- design complete in mid-2024;
- construction beginning in late 2024; and
- completion in mid-2026.
Its Construction phase label is a current County statement, not an LSL field observation. The card does not supply an actual notice-to-proceed or acceptance date, so the estimated schedule does not establish when work actually began or finished.
What changed between the records

The archive and current card show a $1,004,469.64 increase in the design/land component and $445,557.37 in construction. The planned completion field moved by about a year. Neither comparison by itself establishes an overrun, delay or final expenditure.
The archive’s two component amounts add to $15,682,466, one dollar more than its printed $15,682,465 total. Comparing the components instead produces a $1,450,027.01 change—also one dollar different from the stated-total comparison. We preserve that internal discrepancy instead of silently correcting the County record.
South 82nd or South 83rd Street?
The current card refers to South 83rd Street. The County’s June 2024 public-meeting page refers to South 82nd Street while describing the community engagement. The pages may be referring to different elements, or one may contain wording that changed. The records reviewed do not resolve it.
A resident with a property-specific access or drainage question should use project 46185000, the exact address, and the source date when asking the County which location is in scope. Do not replace either street name in saved historical material.
Questions the public record still leaves open
The reviewed pages do not establish:
- the actual construction notice-to-proceed date;
- percentage of design or construction complete;
- the current source and authorization status for each funding component;
- current contract awards, change orders, or expenditures;
- a revised substantial-completion or final-acceptance date;
- parcel-level access, staging, or drainage effects; or
- whether the South 82nd/83rd wording describes separate locations.
Those missing fields matter more than trying to infer status from an old target month.
How to check the record without losing the history
The current card says changes are updated weekly; the general directory describes monthly project-information updates. Those are source-specific descriptions, not proof that any particular field was refreshed on schedule. Save a dated copy or screenshot of the phase, schedule, cost, and scope fields when relying on them. Then use the County’s capital-project directory to return to the live record rather than treating an archived PDF as current.
When a field changes, retain the previous dated snapshot. Do not overwrite the older entry. A useful request to the County would ask for the current phase, actual construction start if any, current authorized funding, latest completion forecast, and the document date supporting each answer.
Method and limitations
LSL rechecked the four County sources on September 21, 2026, reading the complete operative web pages and the one-page archived fact sheet. The archive path says April 2024, but the sheet’s own data date is February 2024. The current capture does not display the July 31 update date reported in our earlier review. We corrected the phase, the planning/design completion labels and the unsupported attribution of South 83rd Street to the archived text. We reproduced the stated-total and component differences and divided the stated-total difference by the earlier total; amounts were not adjusted for inflation.
We did not inspect the site, verify construction activity, obtain contracts or payment records, or interview project staff. The arithmetic describes changes in published fields only. It does not establish a cost overrun, savings, delay, completion, or cause.
