Tampa’s reclaimed-irrigation offline checklist is marked residential only. It asks for evidence from the irrigation installation and the potable-water side of the property. Those are separate documentation subjects—not permission to connect the systems.
The March 2026 checklist also gives the reclaimed affidavit its own destination: upload the document in Accela. A photograph of the irrigation equipment is not a substitute for that affidavit.
Separate the two kinds of water-system evidence
LSL groups the City’s requested views below so the contractor’s packet can be checked for missing categories.

The checklist additionally requests the front elevation of the home. Use the original document for the full capture list; this comparison does not determine whether photographed components comply.
A conditional removal line is not a DIY instruction
The same checklist mentions elimination of an existing pressure vacuum breaker or air vacuum breaker if applicable. That conditional line is separate from the requested potable-meter backflow protection.
Do not read it as a blanket direction to remove a device. Ask the qualified installer and City inspector which condition the line refers to on the project and how it should be documented. Do not alter plumbing or connect water systems to complete an image request.
Likewise, the thermal-expansion line offers device or compliant-appliance evidence. This reference cannot establish which alternative satisfies the requirements at a private property.
Before the installer submits
Use three separate handoff questions:
Affidavit: Has the required reclaimed affidavit been supplied to the Accela record? This article has not independently reviewed the affidavit’s contents or determined who must execute it; use the current City instructions for that document.
Images: Does the proposed VuSpex submission cover both evidence groups above, the home’s front view and any applicable conditional item?
Unresolved applicability: Which scope or component question still needs the inspector’s answer? The residential-only checklist should not be assumed to cover a commercial project.
The City’s virtual-inspection page describes app-based offline reports and inspection/results generated in Accela. The specific checklist says the photo submission schedules inspection for the following business day. It does not establish a passed inspection or utility activation.
