Pasco County’s electrical checklist covers panel and meter-can replacement, equal changeouts and additional panels. Its documentation differs by scope, and the PDF includes older code editions and a Notice of Commencement threshold that conflicts with the current state statute. Use it to prepare questions—not as a guarantee that every listed requirement is current.
Is this an equal replacement or a changed service?
The County electrical sheet requires an Electric Trade permit when circuits are added or extended, or service changes. First confirm that Pasco County Building Construction Services governs the address; a Pasco mailing address alone does not settle municipal permit authority.

The distinction matters when comparing bids: “replace panel” does not say whether a meter can, service conductors, relocated equipment or added circuits are included. Have the contractor describe the scope before choosing a permit category.
Resolve the notice discrepancy before inspection
The PDF says a project over $2,500 needs a recorded Notice of Commencement. The current state statute instead describes providing the permit authority its copy before the first inspection for a direct contract greater than $5,000. It also distinguishes that inspection requirement from permit issuance.
Send the County the scope and direct-contract amount and ask which current requirement applies. 727-847-8126 is the assistance number printed on the electrical sheet. Keep the answer with the permit. This comparison identifies a conflict; it does not determine a property’s lien obligations.
The sheet also names older code editions and an undated monthly review-time figure. Neither is a current code determination or a promised turnaround. Obtain the applicable code and intake instructions from the County for the actual submission.
If the permit uses a private provider
The private-provider instructions, revised February 20 and administratively approved September 16, 2025, require registration and association with the permit. A private inspection result is uploaded to PascoGateway; a Certificate of Compliance follows the completed inspection results. Once that condition is met and invoiced fees are paid, the normal permit workflow resumes.
That certificate is not an automatic substitute for the County’s final permit status. If no private provider is attached, follow the inspections on the issued County permit instead. Utility disconnection and reconnection also need their own coordination; the County checklist is not utility authorization.
