For Pasco County Utilities, paying a bill without registering is not the same function as changing service. The portal allows quick payment with account/customer numbers, while its online start/stop/change instructions require a zero balance and say to allow 72 business hours, excluding weekends and holidays, for review and processing. Do not silently convert that wording into three calendar days. Customer portal

Choose the action before choosing the channel

The customer-service page lists these options:

ActionListed channelsImportant distinction
Open a new accountOnline, mail, drive-through, drop box or in personPhone is not listed as an opening channel
Stop, transfer or reconnect serviceThose channels plus phone at 727-847-8131Explain the intended account action, not just “I’m moving”
Close an accountOnline, mail, drive-through, drop box or in personAsk whether a stop request also closes the account

This comparison preserves the page’s wording. It does not infer that every channel handles every exception or that a submitted request has been accepted.

If the portal route does not fit

A balance or login problem is a reason to ask Customer Service for the appropriate route—not proof that service cannot be changed by any means. The portal also distinguishes bill/payment history, usage charts and notice preferences from service-change requests. Saving a new notification preference does not submit a stop order. Portal functions

When calling, have the current service address, requested action and date available. If transferring, identify the old and new addresses separately. Ask which confirmation will show that the requested change is complete.

Match the office to the visit

The contact page lists walk-up and drive-through service in New Port Richey and Land O’ Lakes, but limited walk-up service only in Dade City. Published customer-service hours are weekdays, 8:30 a.m.–4 p.m. Drop-box availability varies by location; confirm it before making an after-hours trip. Locations and channels

For a mailed or dropped-off request, retain a private copy and ask how acceptance will be communicated. Do not leave identity or account paperwork loose or publish it in a public report.

LSL read the complete operative portal and contact-page instructions on September 21, 2026. We compared the listed account actions and channels without logging in, submitting a request or determining a fee, balance or service territory for an address. Portal boilerplate that describes successful login is not evidence that LSL accessed an account.
