A proposed garage, shed or pool can occupy land needed for an existing septic system even without adding a bathroom. Pasco’s health department publishes a dedicated preliminary-review packet for these projects. Start with the septic layout, not just the new structure
The garage, shed and pool packet asks for a drawing locating the tank, drainfield, well and proposed improvement. It also asks for an adjoining unobstructed area reserved for a possible septic repair. Showing only the distance from the new structure to the tank misses part of the review.
Use this preparation worksheet before paying for a layout that may need to change:

The packet’s example sizes the unobstructed area at 1.5 times the drainfield area. Reproducing its arithmetic, a 300-square-foot drainfield gives 300 × 1.5 = 450 square feet. That is an area calculation, not a finding that a particular rectangle, setback or location is acceptable. An equally large area elsewhere on the lot does not automatically meet the packet’s adjoining-space instruction.
The introductory page describes five feet from the system and unobstructed area as normally suitable. Do not treat that sentence as a universal design approval: the packet also requires a site review and lists other distance considerations. Obtain the property’s requirements before locating the improvement.
What the preliminary submission contains
The linked packet calls for a completed construction-permit application, site plan and an initial $30 file-search fee. It instructs applicants to identify the proposed improvement in the application’s blank category and establishment field. The department compares the submission with its original property records; an effect on the system or repair space can produce additional requirements and fees. The $30 figure is therefore the packet’s initial charge, not a complete project price or a promise of approval. Confirm the current amount and accepted form before filing. Preliminary-review packet
A property-appraiser printout can help document property dimensions. It is not, by itself, proof of the septic components’ locations. Keep an existing-system record separate from a proposed layout so the reviewer can see which information is established and which is proposed.
Resolve the packet’s dated instructions before submitting
The download remains linked from the live Pasco page, but its included application carries an August 2009 revision and older rule references. Its office details also differ from the current webpage. The webpage lists 727-841-4425, option 3, or 352-521-1450, option 3, and PascoEH@FLHealth.gov; use that current contact route to confirm submission instructions rather than assuming the PDF’s office addresses and phone options remain correct. There is a drawing-scale inconsistency worth asking about: the opening instructions describe a scaled plan as helpful, while the attached general instructions require scale for new, existing and modification applications. Ask which drawing standard applies to this preliminary review. Resizing a printed survey or the packet’s graph sheet can change its physical scale.
A septic determination is one part of the project
Pasco lists separate packet routes for repairs, abandonment and existing-system work with or without added bedrooms. A garage or pool proposal that also changes the building’s use or wastewater demand may need a different discussion; do not select a packet solely from the project nickname. Pasco packet list

DEP’s program page describes the transfer of statewide responsibilities and changing arrangements in some counties; it does not make the Pasco building department the septic reviewer. Local Service Ledger compared the current Pasco and DEP program pages with all six pages of Pasco’s linked preliminary-review packet on September 21, 2026. We created the layout worksheet, reproduced the packet’s area calculation and identified the dated contact and scale discrepancies.
