“Home repair assistance” is not one Hillsborough County lane. The current Owner-Occupied Rehabilitation program, or OOR, is an ordinary rehabilitation route with a limited service geography. Rebuilding for Tomorrow is a countywide disaster-recovery route with separate repair, reconstruction or replacement, and reimbursement categories.
Start with two facts before gathering sensitive documents: which government jurisdiction contains the home, and whether the requested work is tied to the eligible storm-recovery record. Then preserve the County’s written routing answer.

Address comes before the repair category
The current OOR page names unincorporated Hillsborough County, Plant City, and Temple Terrace. It does not include City of Tampa in that service-area statement.
The Rebuilding for Tomorrow single-family page describes a countywide CDBG-DR program that includes incorporated cities. A “Tampa, FL” mailing line is therefore not enough to pick either route. Record the parcel, governing municipality or unincorporated status, and the program office’s dated answer.
Do not transfer this comparison to another county or to a city-run program. The relevant boundary is the one the administering office confirms for the property and program.
Keep ordinary repair and storm recovery separate
OOR is presented as an owner-occupied rehabilitation program. Its page describes qualifying repair categories connected to code, health, safety, and accessibility conditions. Those examples help form an inquiry, but they do not establish that a roof, electrical system, plumbing issue, or accessibility request will be accepted.
Rebuilding for Tomorrow begins with disaster-recovery eligibility. Its single-family record separates:
- storm repair;
- reconstruction or replacement; and
- reimbursement for qualifying completed work.
Do not move a project among those columns because one appears to offer a better outcome. Preserve the damage dates, prior assistance, ownership and occupancy evidence, inspection material, invoices, proof of payment, permits, and the program’s written classification.
Name the assistance instrument accurately
The OOR page describes a zero-interest deferred mortgage and promissory note. It also describes a forgiveness period that depends on the assistance amount. That is not the same as an unrestricted grant, and “forgivable” is not the same as already forgiven.
For an OOR file, retain:
- the application and secure receipt;
- the County’s eligibility and scope decision;
- the complete note, mortgage, and recorded documents;
- occupancy, insurance, tax, transfer, and other continuing duties stated in those documents;
- completion and permit records; and
- every later satisfaction, release, forgiveness, repayment, or compliance notice.
Rebuilding for Tomorrow uses different program documents. Do not import OOR mortgage terms into a CDBG-DR award or call a reimbursement record a repair contract.
Contractor selection is a program record
The Rebuilding for Tomorrow FAQ says the program selects repair and reconstruction contractors from its contracted pool; the homeowner does not select one. Save the assigned contractor’s exact legal name, approved scope, program contact, change orders, permit identity, inspections, and completion decision.
An applicant can still preserve questions about scope, site access, temporary conditions, personal property, warranty, and communication. But a private proposal or preferred contractor does not replace the program’s assignment.
For OOR, retain the County’s actual procurement or contractor instruction rather than assuming the CDBG-DR rule is identical. Similar County administration does not prove identical contractor control.
Use the right intake and continuing obligations
OOR lists a two-year homestead requirement, current property taxes and additional ownership, income and property conditions. Its current page says income must be below 80% AMI. It also requires prior open permits and Notices of Commencement to be closed; do not postpone that question until the assisted work finishes. Application help is 813-635-1610. Rebuilding for Tomorrow concerns Helene and Milton damage from 2024, includes City of Tampa properties and lists household income up to 120% AMI with priority up to 80%. Its FAQ describes grant funding with a three-year residence obligation and possible prorated repayment if the home is sold or used as collateral early. That is not OOR’s deferred mortgage or an unrestricted payment. Housing program Award obligations
For Rebuilding for Tomorrow, call 813-540-7767 or use its online or intake-center route. The FAQ says telephone initiation may still require a computer, smart device or in-person visit to finish documents. It distinguishes storage assistance from moving assistance: storage is offered, moving is not. Confirm your actual arrangements before construction rather than assuming every relocation expense is covered.
Keep household and financial records in the program’s designated submission channel. Ask the office to explain the signed assistance terms; the comparison does not decide an individual award or interpret loan documents.

We normalized their geography, purpose, assistance, contractor, permit, completion, and retention fields into a nine-part router. We did not apply, inspect a home, determine disaster eligibility, review financial documents, select a contractor, or receive a County decision.
