Gulfport separates owner-builder application intake from later inspection scheduling. Owners must apply in person; an issued permit can then use the online portal for applicable payments and inspection requests. Start with the residential repair checklist
The City’s additions, alterations and repairs checklist calls for an application, a property survey with the structural improvement drawn to scale, and at least two complete sets of sealed plans, legible and at least 11 by 17 inches. This is a way to prepare questions, not LSL’s determination that any item is unnecessary. The page also says trades use separate permits rather than sign-ons. Match the scope of each trade to the appropriate application.
Resolve plan format before relying on an upload
The submittal page currently calls for original physically signed and sealed construction/structural plans and rejects digitally signed plans, printed digitally signed plans and photocopies of original signatures. Our earlier advice suggesting that a retained electronic original answered this submission requirement was unsupported.
The availability of an online portal does not, by itself, cancel that checklist instruction. Ask Community Development to confirm the accepted format for the specific application before commissioning or sending plans. Published format rule
Owner-builder intake remains in person
Use the resident page for the current application and owner-builder materials. It identifies Community Development at the Public Services Building, with permit assistance at 727-893-1024. Confirm the counter location before traveling rather than substituting the general City Hall address in the footer for the named service location.
For a portal problem after issuance, retain the permit number and owner-profile details when requesting help. The department page provides separate contacts for inspection questions, active-review documents and contractor registration; sending everything to one mailbox can send a question to the wrong function.
Schedule from the issued permit
The resident and department pages date owner online inspection scheduling to August 20, 2026. Create the required portal profile, or use 727-893-1057. The cutoff is 3 p.m. on the business day before the requested inspection date. LSL’s calendar reading is that a Monday request ordinarily points to the preceding Friday; holidays require checking the City’s business calendar, and a timely request is not a guaranteed appointment.
The older checklist still says all inspections must be phoned in. The two pages with the explicit August change now describe both channels. Preserve the actual confirmation and inspection result instead of treating a portal submission as a passed inspection. Current scheduling instructions

We read the resident instructions, the department’s permit/contact/scheduling sections, and the checklist’s general and residential-repair provisions. Other checklist categories were not comprehensively reviewed. No application, plan signature, eligibility decision or appointment was tested.
