Orange County participates in Florida’s private rebuilt-vehicle inspection program, but that does not make every damaged vehicle eligible for a rebuilt title—or every title problem a private-inspection appointment.
Read the incoming title before buying parts
The FLHSMV TL-37 procedure distinguishes salvage-rebuildable records from certificates of destruction, which are for parts or scrap. It also treats an out-of-state title already branded rebuilt or reconstructed differently from an incoming salvage title: the former receives the Florida rebuilt brand without assignment of a new rebuilt decal under the described route.
Ask the receiving office to classify the actual ownership document first. Do not budget a project on the assumption that repairs will change an unrebuildable record into an eligible one.
Match each component to the actual builder form
The Statement of Builder, HSMV 84490, has separate fields for part status, source/VIN, repair description and receipt count. LSL’s preparation check connects those fields to the documentation instructions:

TL-37 calls for damage photographs from at least two angles and identifies additional component classes for electric and hybrid vehicles. It also says a seller signature is not required on a business receipt; the builder form’s general attachment wording does not state that exception. Bring that discrepancy to the examiner when checking a receipt rather than manufacturing a signature or discarding legitimate documentation.
A missing factory VIN plate changes the route
TL-37 directs a missing-factory-VIN case to the Bureau of Dealer Services regional office for its confidential inspection and replacement process before a private rebuilt inspection. Do not treat an ordinary appointment confirmation as approval to alter or replace identification.
The procedure names Orange County in the program, but also says authorized private facilities may inspect customers from various counties. Use the state’s current procedure index and official facility route to confirm authorization; a facility’s advertising alone is not that evidence.
Protect the inspection-to-title handoff
The procedure describes a stamped, sealed packet for the tax collector or license plate agent. A broken seal is a reason for that office to send it back to the examiner or facility. Make any personal copies before final sealing or ask the office how to obtain them; do not open the official packet to photograph the contents.
The title application separately records the owner, VIN, rebuilt brand, lien and signatures. An application is not the issued title. Keep the inspection result, issued title and any assigned decal distinct, particularly where the incoming out-of-state brand changes the decal treatment.
What the signatures do—and do not—establish
HSMV 84490 includes an applicant’s road-operable and safety-standard attestations as well as separate official inspection fields. Those are not interchangeable signatures. This article does not independently certify condition, hidden damage, insurability or resale value from a title brand.
LSL read TL-37 pages 1–12, both title-application pages and all four builder-form pages on September 21, 2026; the forms were also examined in native layout. The procedure’s later exhibits were not used. Its August 2025 revision and the builder form’s May 2024 revision are month-level dates, not invented publication days. No vehicle, receipt or private title was inspected.
