Florida sets the vehicle-title framework, but Orange and Seminole county tax collectors publish their own office and transaction workflows. An Orlando-area buyer should not search for a generic “DMV” and assume every counter, appointment type, or document list is interchangeable.
Choose the county and title path first
The current state title application asks for the owner’s county of residence. Record that county, then classify the transaction before selecting an office:
- Florida paper title from a private seller;
- Florida electronic title;
- out-of-state title already in the owner’s name;
- out-of-state private purchase;
- financed vehicle with a lienholder-held title;
- leased vehicle; or
- special ownership, absent-owner, or representative transaction.
A checklist for one path is not complete for another. Stop when the title is missing, altered, lien status is unresolved, vehicle identity differs, or the listed owners cannot satisfy the current presence or authority instructions.

The table reports equivalent fields; it does not say the wording or service model is identical.
If the Florida title is electronic
Orange’s sales page gives two alternatives: the seller requests a printed title, or seller and buyer attend together for reassignment. That is a specific electronic-title route, not a reason to assume the seller must attend every ordinary paper-title transfer. Confirm the selected transaction before booking. Prepare for the appointment
Preserve these records before travel:
- county-of-residence evidence and selected official office;
- appointment type, location, date, confirmation, and current office capability;
- original title or lienholder/lease evidence for the classified path;
- completed assignment with vehicle identity, date, price, mileage, names, and signatures;
- current FLHSMV application and any path-specific VIN form;
- accepted identity and owner-presence or representative records;
- Florida insurance evidence and prior plate/registration if applicable; and
- itemized County receipt, submitted application copy, issued registration/plate, and later title status.
Follow the County’s current state-form link. On September 21, the linked HSMV 82040 MV carries a July 2023 revision, including the county-of-residence field and separate original/transfer and paper-print choices. An older printed revision does not itself make a currently linked form invalid. The previous metadata’s December 1, 2025 publication date was unsupported. Keep Osceola and Lake outside this comparison
Orlando Metro also includes Osceola and Lake counties. This article does not transplant the Orange or Seminole workflow to those tax collectors. Residents of either county should start with that county’s official motor-vehicle service route and build the same eight-field record from its current instructions.

Local Service Ledger reviewed two Orange County Tax Collector pages, the Seminole County title-transfer page, and the current FLHSMV title application on September 21, 2026. Both pages of the County-linked state application were read in text and native layout. We preserved equivalent county fields and clarified the electronic-title and form-version handoffs. We did not inspect a title, choose a county for a reader, calculate a fee, or approve a transfer.
