Osceola County’s CDBG home-rehabilitation page lists an email application route, while its SHIP rehabilitation pages say intake is closed because of funding availability. The County asks CDBG households not to send duplicate requests. An email receipt does not establish eligibility or an award. Ask for the current document requirements and secure submission instructions rather than attaching sensitive household records to an initial general inquiry. CDBG request route
A phone-intake FAQ does not override the SHIP closure
The dedicated SHIP page says the Minor Repairs Program is suspended and that it is not accepting applications. Farther down, its FAQ still describes a telephone intake interview at 407-742-8400. Read that number as a place to ask about status, not proof that telephone applications have reopened. The SHIP overview says reopening will be publicly advertised. Do not send a closed SHIP application to the CDBG email address as a workaround. Different funding sources can have different household, property and assistance requirements.
CDBG’s amount and lien wording needs clarification
The CDBG page lists a $60,000 maximum for rehabilitation/reconstruction work, but its assistance/lien table extends to $100,000. Its general annual-forgiveness wording and the table’s initial periods also differ. LSL has not obtained a County explanation and does not calculate a household’s repayment from those rows. Before relying on an amount, ask: “Which assistance instrument, cap and lien terms apply to the current application, and which written agreement controls?” That is LSL’s clarification question, not an official form requirement.
The same page describes narrow conditional grants, including certain failed water/septic systems, accessibility needs and environmental hazards. Their presence does not turn all rehabilitation assistance into a grant. The County must assess the repair and actual eligibility.
Keep SHIP terms out of a CDBG decision
SHIP’s FAQ separately covers education, contractor selection, inspections, possible relocation and liens. For example, it says the applicant is responsible for temporary accommodations if relocation is needed. That does not establish the relocation terms of a CDBG project. SHIP-only FAQ
Label each answer with the program name. Once an agency supplies an actual assistance agreement, compare it with the corresponding program’s instructions rather than combining whichever provisions look most favorable.
