Separate the deposit from the transaction fee
The amounts below appear on the City’s Utility Customer Service page, not its application-instructions page:

The same source lists a nonrefundable $10 turn-on fee or $5 transfer fee, depending on the situation. A transfer is not an extra step to automatically charge on every new account. Deposits and fees
For an illustrative water-only start using the $10 turn-on row, the two listed components total $40 + $10 = $50. Water and wastewater would total $85 + $10 = $95 on the same basis. These are LSL sums of the specified components, not complete account quotes; confirm the actual service combination and other applicable charges.
Renters have a separate document instruction
The City offers a printed application delivered to Customer Service/Utility Billing or an online application followed by payment instructions. Renters must supply a signed lease; online applicants are directed to email it to utilities@lakemaryfl.com. A submitted application or payment does not establish that water has been turned on. The Customer Service page says only an authorized City employee may turn it on. Ask the City about activation rather than operating the meter yourself. Account instructions
Treat the two-year refund as a review, not a receivable
The City says a deposit may be refunded after two years of on-time payment history. That does not promise an automatic refund on an anniversary date. Keep the opening deposit amount and ask Customer Service how the actual payment history affects review. Refund wording
For the first statement, compare the service address, deposit and transaction-fee labels with what was submitted and paid. If something differs, identify the specific line in the inquiry. This is LSL’s reconciliation check, not an additional City application requirement.
