A Wayne County homeowner may obtain a residential plumbing permit for the residence they live in. That is a narrower condition than simply owning the property. Describe the work in fixtures, floors and connections

The County’s application asks whether the project is residential or commercial, new or existing work, and connected to sanitary sewer or a septic system. Its fixture grid separates the basement and first, second and third floors. Plumbing permit application

Use this preparation example to avoid an incomplete description:

Instead of “bathroom remodel,” identify the floor, each fixture being added or changed, and whether the work affects water lines or drainage. Describe uncertain items for the reviewer rather than choosing a fee category yourself.

For a multilevel project, make a room-by-room list first, then reconcile it with the form’s floor totals. A kitchen and laundry project can involve several separately listed items even when the contractor supplies one combined estimate. This is an application-preparation method, not a determination of what work is exempt or how the County will calculate the charge.

Leave the inspection side of the form for the inspection record

The application has distinct spaces for partial, rough-in, final, testing and reinspection entries. It also states that the permit is valid for one year from issuance. Before work conceals piping, ask the department which inspections and tests your scope needs and how to arrange them. The blank grid does not establish a universal inspection sequence. Keep the issued permit with the approved scope and actual inspection results. If a result requires a correction, record what must change and the required follow-up; an appointment or payment is not the final inspection outcome. Ask about the permit’s validity before work extends beyond its stated term.

Three cases that need a different conversation

  • A property you own but do not live in: do not assume the resident-homeowner route applies. Ask who must obtain the permit.
  • Commercial work: the County requires two sets of plans from an architect or engineer before the permit. It describes a 30-day review, with the period restarting when necessary revisions are submitted—not a guaranteed project completion date.
