Amherst requires a no-cost permit and a pre-pour inspection before concrete replacement in a public sidewalk. Arrange that inspection before scheduling concrete delivery: a photograph of the finished surface cannot show the prepared work the inspector was meant to see.

The City’s Sidewalk Information page also makes maintenance the property owner’s responsibility and describes notices from the Safety Service Director. A repair estimate should address both the condition identified and any grading or drainage concern, rather than simply pricing a number of replacement slabs.

Check what the notice or damaged section actually describes

The City identifies vertical differences greater than three-quarters of an inch and horizontal openings greater than one inch among the conditions needing attention. Settled or buckled sections and drainage problems also matter. These are not instructions to declare every smaller defect safe.

The driveway crossing changes the published thickness requirement

Amherst’s sidewalk guidance specifies a minimum actual concrete thickness of 3½ inches for an ordinary sidewalk and 5½ inches at a driveway crossing. Ask the contractor to identify those sections separately in the scope. Do not treat one uniform thickness allowance as adequate for both locations.

The page contains further concrete, reinforcement, grade and joint requirements. In particular, its control-joint wording says intervals “no less than” the sidewalk width. LSL has not reversed that wording into a maximum spacing rule. Have the Department clarify the applicable joint layout before construction rather than guessing from this summary.

The City calls for concrete, while allowing sound existing sandstone to remain and sandstone repair or resetting under its stated guidance. An existing sandstone walk therefore deserves a specific conversation before it is automatically priced for complete concrete replacement.

Keep the prepared work available for inspection

Use the Building Department at 440-988-3734 to arrange the permit and required pre-pour check. Its published building and mechanical inspection hours are weekdays, 8 a.m.–4 p.m.; that is an office schedule, not a guaranteed inspection slot.

Agree with the contractor who will request the inspection and how the City’s result will reach the person ordering concrete. If the City requires a correction, resolve it before covering the prepared work. Retain the permit and the actual inspection result with the repair scope; paying the contractor or finishing the pour does not document that the pre-pour check occurred.
