Replacing a furnace, air conditioner, water heater or electric service does not create four separate permit families in Wooster. The City’s application index has HVAC, Plumbing and Electrical routes; the equipment examples need to be matched to those routes and to any connected work.
Match the replacement to an application family
The City’s Building Standards FAQ lists new and replacement HVAC equipment, plumbing fixtures and electrical appliances among work requiring permits. Its fee discussion specifically names electric-service, water-heater, furnace and air-conditioning unit replacements.

The table is a routing aid, not a ruling that one application covers every connected component. Give the City the complete proposal and ask which permits and inspections it requires. “Like for like” is not a substitute for describing the actual work.
The FAQ separately identifies ordinary-repair exemptions, including switches or fixtures on existing circuits without new wiring. Do not turn the replacement examples into a claim that every small electrical repair needs the same permit as a service change.
What the published unit-replacement fee does—and does not—calculate
The FAQ publishes a $75 unit-replacement fee, plus a state fee of 1% for residential work or 3% for commercial work. Applying only those inputs gives:
- Residential example: $75 × 1.01 = $75.75.
- Commercial example: $75 × 1.03 = $77.25.
These are LSL’s arithmetic examples for that listed fee component, not estimates for an entire project or multiple units. The same FAQ says fees depend on scope and can involve Planning and Zoning, Engineering or the Wayne County Health Department. Confirm the applicable application and total with Building Standards; do not multiply the example across equipment without confirmation.
Registration and the issued inspection requirements
Wooster says it registers its specified State-licensed trade contractors automatically and without a registration fee when they apply with a valid license number. Its FAQ also describes a limited self-work route for owners of single-family, owner-occupied houses. That is not permission to use an unregistered hired contractor or proof that a particular applicant qualifies.
The Building Standards page describes online submission, review, payment and inspection management. Select the application through the City’s index, identify who is responsible for connected trades, and obtain the requirements attached to the issued permit. A submission confirmation or a listed unit fee does not establish approval or a passed inspection.
