Lorain County’s CHIP page still says pre-applications are no longer being accepted, as checked September 20, 2026. It says they may reopen later if available, but gives no reopening date. A contractor application, an income table or a program-budget item does not override that homeowner-intake notice.
First check the service area—not just the county name
The County program page describes the following geography:

Confirm the property’s actual jurisdiction and the applicable program with County Community Development. A postal address is not enough to resolve a boundary. This comparison does not declare that a City of Lorain resident has no other assistance options.
The posted income table is a screening reference
The page labels these figures 2026 Adjusted HOME Income Limits and states an at-or-below-80%-of-median-income requirement:

These are transcribed County figures, not an LSL eligibility calculation. The County must determine household membership, countable income and the applicable period. Matching a row neither opens intake nor reserves funding. Do not send sensitive documents to a contractor or an old form destination simply because an amount appears to fit.
What the $1.6 million record actually says
Item 13 of the May 22, 2026 commissioners agenda proposes a $433,500 administration and implementation contract for the County’s $1.6 million PY25 CHIP program. Those are different amounts for different purposes.

The previous article incorrectly described $1.6 million as the administration contract and treated an agenda as an award record. LSL has corrected both distinctions. We have not verified adopted minutes or an executed contract, so this article makes no claim about the eventual disposition of that agenda item.
If repairs cannot wait for an intake reopening
Separate the assistance question from the work itself. Describe the actual damaged components and proposed repairs; do not treat a roof-edge leak, drywall damage and paint preparation as a single approved program scope. Ask the property’s own building authority which permits and inspections apply. The City of Lorain’s form is not a countywide application and is not the basis for the County service-area list above.
For paid work disturbing painted surfaces in older housing, check the EPA renovation, repair and painting requirements. The federal program is a separate question from CHIP funding, and a home’s age alone does not establish its lead condition or every applicable exception. A local contractor registration also does not establish lead-safe certification.
When a County reopening notice appears, check its program year, eligible places, application version, delivery channel and deadline before submitting. Keep any receipt separate from the later eligibility, scope and funding decision. Do not spend in anticipation of reimbursement without the program’s written authorization.
