A zero balance answers a debt question. It does not tell an Ouachita Parish owner whether the lender has released its recorded vehicle lien or whether OMV has processed the release. Ask the lender whether the title is paper or electronic, what release action it took, and where the resulting record should go.

Louisiana supplies different handoffs for those two formats. This comparison helps locate an unanswered step; it does not decide whether a disputed debt has been paid.

Check the release document before treating the packet as complete

When the title is missing or its lien has not been properly released, Policy 35.01 identifies acceptable proof. Its current linked copy is revised August 1, 2014. Compare the actual document with these fields:

  • Recorded holder: does the releasing institution match the last title record? If another institution purchased it, the policy calls for the new institution’s statement verifying that purchase.
  • Vehicle: does the release give make, year, model and VIN for the same vehicle?
  • Release representation: does it say the lien on the last title record has been paid in full, rather than merely quoting a payoff amount?
  • Document and signatory: the policy describes company-letterhead satisfaction with lender contact information, notarized satisfaction when not on that letterhead, or the original paid/cancelled note signed by the lienholder’s representative.

These questions do not authenticate a signature or establish final discharge. Send a discrepancy to the lender and OMV; do not edit a lender’s release to make its name or VIN match. If the institution no longer exists, the policy directs readers toward the controlling institution. Section 32:708’s special missing-title exception is not automatic cancellation merely because a lender is difficult to contact.

The currently linked termination form carries an older reference

The OMV form index links DPSMV1901, printed Revised April 6, 2026. Its signer is the secured party’s representative, not the owner certifying that their own loan is paid. The associated Policy 35.02, revised December 1, 2006, describes the secured-party filing and an internal termination flag.

Both documents retain a citation to R.S. 10:9-404. The current legislative text of that section concerns assignee rights, claims and defenses. Section 10:9-513 addresses termination statements but also contains a motor-vehicle filing-office exception. That is a reason to verify the specific procedure, not to substitute a general UCC deadline for the form’s older timing language.

LSL has not obtained an agency explanation of that reference, determined the controlling deadline or concluded the currently supplied form is unusable. Ask OMV which release route and evidence it requires for the particular title. Seek qualified legal help promptly if a lender will not provide necessary release evidence; this guide neither authorizes self-filing nor pauses a deadline.

The form contains sensitive personal fields. Use the agency’s confirmed submission route, not a public worksheet or a social-media post. LSL does not need a completed copy. Retain originals and keep a separate record of what was submitted and the response.

After the handoff

Check the resulting state document against the vehicle and lienholder information you started with. An acknowledgment that a packet arrived is not the same as an issued or corrected title. If the problem is instead a lost or never-received document, use the missing-title comparison to distinguish the replacement request and mailing dates.

The September 12 review read the complete cited statutes, both one-page policies and the termination form, including their rendered layouts. It compared the paper-title and electronic explanations without examining a private debt, release or title or accessing an internal OMV flag. The older general vehicle-application citation was removed because its fields do not support this release comparison. No broken destination is claimed. The unresolved reference is scheduled for another source review on September 19.
