Monroe requires a fence permit for erection or extension. Its ordinary-maintenance and repair exemption applies only when the work does not change length, height, material or appearance. The four attributes come from section 37-130(l)(2). Extension is separately listed as permit work in paragraph (1); it is not an ordinary-repair shortcut. The actual application route
The code makes a pre-application conference optional and requires fence-permit applications in writing to the planning and zoning director or designee. Use that contact to confirm the current filing route and documents needed for your scope; the email listing alone does not establish that sending an email files a permit application.

The zoning administrator may approve, approve with conditions or deny. Keep the actual decision and any conditions with the scope it addresses. A repair classification for that scope should not be reused for a later extension or material change. Monroe and West Monroe use different municipal rules
They are separate municipal authorities within the same LSL Monroe reporting desk, not separate editorial desks. For property under West Monroe authority, use the West Monroe fence guide. Do not transfer its application or rules into a Monroe request.
LSL rechecked the City office page and read the complete fence-permit subsection on September 13, 2026. Municode identified its current compilation as June 17, 2026. The previous citation opened Sign Regulations; the corrected citation goes to section 37-130, where subsection (l) addresses fence permits.
